Article # 18 from the book: Japan and the Pacific Rim The purpose of this article, from my vantage point, is to show the changes that are taking place in China, since new leader Jiang Zemin took over for Deng Xiaoping. It is showing that the political landscape in China is very different than the days of Xiaoping. It seems to be an article of praise, but it also tends to show the problems in China. The author makes it very clear that the new government is attempting to find a way to make itself unique to prior Chinese governments. The first important fact that the author uses to support the main idea, was showing that the new leaders first priority was to strengthen his position in the party leadership. He then went on a trip to the United States to portray himself as a statesman who has earned the worlds respect.
The second important fact that the author shares is that the new leader made the decision at a party congress to move ahead with the state enterprise reform. This reform required Chinas banks to bail out state firms which were having money problems. At the top of his agenda was an attempt to turn companies poor from debt into thriving enterprises. He was unique in this area because past leaders were unwilling to take on this task because it would involve massive layoffs. The third reason that the author mentions is that the new leader is attempting to reform the government as well. From this article it seems that the new leader is mostly interested in presidential systems.
It talks about how he could create a position for himself like an executive presidency similar to the American or French model. Jiang has not made any speeches personally on the subject, but it has been confirmed that he has a private think tank on the matter. His interest in political change is very apparent to Chinese politicians, as they are now trying to get their views shared in every media possible. The Chinese government is discussed in depth in the Moody book on page 87. In this book, it talks about how the ordinary person had little or no involvement in government whatsoever.
