The U. S. knew that if they didn't find a more powerful weapon other than the atomic bomb, Russia would try to take over the world. Scientists finally found a new weapon called the Hydrogen Bomb.

The Hydrogen Bomb and the atomic bomb were both alike in many ways, only that the hydrogen bombs weight 50, 000 tons, three times as stronger. Truman was delighted to hear the good news that scientists had developed a more powerful bomb. Truman was so delighted about the news that he set out a date to test the new bomb. On July 24, 1946 in the far oceans near Bikini Atoll the new bomb was ready to be tested.

With this new treaty all three countries as well as other countries that negotiated at the United Nations agreed not to test nuclear weapons in the oceans, atmosphere, or outer space (Kissinger 312). These negotiations left out one thing which was not to test nuclear bombs underground. That's why in 1966, the Russian detonated an atomic bomb underground the Caspian Sea once again. The United States are unsure whether the Russians had tested this atomic bomb only once within a three-year period. With this test ban the Russian complied with the United States to inspect seven nuclear explosion sites. The Moscow LTB treaty was another turning point in the history of nuclear explosions.

Although it did not deal with underground tests, This treaty was intended to ban all explosions done in the atmosphere, including outer space, the oceans (Hallion 28). This treaty was a success to many Americans, but many critics believe that the United States will lose great losses in military and technical disadvantages (Bolt 107). To meet with these demands the President gave assurances that the underground testing program would be "vigorously and diligently carried forward" and also that the Vela program to detect subterranean nuclear tests would be expanded (Bolt 107). After the signing of this treaty no reports of nuclear explosions where stated. This was a huge victory for the United States.
