Kriviy Rig, Ukraine Industry Case Dnipropetrivsk region of Ukraine is one of the most industrialized parts of the country. It has been historically so that the Soviet government gave a preference to this region, when building most important strategic, military and other plants and factories particularly in this area. Dnipropetrivschina has a perfect geographical location: it is situated in the very heart of Ukraine, opening good transport and communication possibilities for the regions products and labor force. The Black sea is only some 600 km away, so is Kiev and borders with Russia and the West. The climate in this area is also favorable for most industries: the winters are never too cold, and the summers never too hot.

During the Soviet years, a good and reliable infrastructure of roads and railways was established, which helped the development of the cities greatly. There are quite a few very large cities in the region, and two of them, (not including the regional center, Dnipropetrivsk) have almost a million populations. One of the biggest and most important cities in Dnipropetrivschina is Kriviy Rog. The city is more than 200 years old now. However, as some say, the towns history goes back to the times of Zaporizka Sich.

According to the legend, Kriviy Rig was founded by a kozak, whose name was Kriviy. This man was a salt dealer, who was buying salt from the Black Sea and reselling it to anybody who came to him. Kriviy located his premises and his business at the crossroad of many roads, making himself very accessible for his potential clients. As the time was progressing, more and more salt dealers were settling in that area, and soon it became a big and well-known market place for all kinds of goods. The Russian queen Katherine II, who contributed greatly to the fall of the Sich, established the more or less modern borders of the city.

Seeing a great potential of the region, and the city in particular, the queen has always paid a special attention to it. She sent her people from Russia to reform the region and make it maximally favorable for the Russian crown. Only at the end of the 19 th century did Kriviy Rig was fully explored. Scientists, who were sent from Russia, discovered that the city was rich in iron ore.

This was a great discovery for that time of fast-developing industry, which needed iron and other metals for production. The Russian Crow directed an enormous amount of financial, labor, technological and other resources in order to develop the industry there as much as it was possible. However, due to the Bolsheviks Revolution in the beginning of the last century, Kriviy Rigs progress stopped for a while. A new rise to the region was given when the Soviet regime was totally established. A new big country needed metal, so the first 3 mines appeared in the city. Later on, more and more mines were coming into the existence and now there are a total of 9 mines in Kriviy Rig.

The central government, however, did not limit itself with extracting the iron ore, but also has built the four giant metal processing plants in the city. People from all over the Soviet Union were coming to fill in the numerous work places that were appearing every day in the blossoming Kriviy Rig. Back than, nobody even thought about the circumstances of this industry for the city and its people. By 1990 s the scientists were crying out about a very bad ecological situation in Kriviy Rig. Peoples immune systems became very weak causing them in numerous lung and heart deceases. People were got so much used to the polluted air and dust in the streets and their own apartments, that they started to joke how a person from Kriviy Rig starts choking when he goes to Crimea for the summer break the air is too clean there.

The only possible way to feel good for this person is to find an exhaust pipe and breath the gasses that come out of it. The situation is even worth at the present moment and not just concerning the ecological issues. After the fall of the Soviet Union, Ukrainian oligarchs, who still have the full control over mines and metal processing plants, privatized them. The population of the city is not only living in the very dangerous ecological zone, but also suffers economical poverty and cultural stagnation. Not a single major enterprise was shut down in the city, but most people can barely feed and dress their families. One might wonder how it is possible the answers are very simple.

As it was mentioned above, the mines and metal processing plants of Kriviy Rig, although formally called joint-stock companies, in reality are owned and controlled by a group of very wealthy and influential Ukrainian individuals, who do not seem to ever get enough when it comes to profits. As an investigation by Zerkalo Nedeli (nov. 2001) has shown, the yearly profit of UGOK equals $ 50 mln. The plant employs about a thousand people. The salaries at the plant range from UHR 300 to UHR 1000. If one does the simple mathematics, even taking the highest salary, which is about $ 200, multiplies it by the number of workers (1000) and by 12 months, he would get that the annual costs of labor for the plant are $ 2. 4 mln.

Further, if the costs of production equal another $ 20 mln / year , there still are left over about $ 28 mln in profits. After paying all the taxes, there might be left about $ 20 mln left, but these are already the net profits the money, for the sake of which the plant actually exists! We need not to forget that there are other 3 similar plants in the city. A reasonable person would think that a Ukrainian enterprise with profits of this sort must have been developing very rapidly, lifting the city and its people up. However, as far as the people are concerned there is not much progress in their lives. Nor is there any progress in making the working places safer for the employees at the plant.

Men that work in certain sections of the plant, where the steel is actually being melted, occasionally get burns on their hands and faces. The suppliers, that are mostly small firms of two-three people, do not get their money for already delivered goods for many months. There even happen chemical-dust rains every once in a while in the city. The inhabitants get warned about such a cloud that was formed and try not to show up outside on the days when it is supposed to burst out. It seems as someone or something is sucking all the vital powers out of Kriviy Rig. At the first sight, everything is going the way it should be: people are going to work every day, their children - to schools and institutes.

Somehow, it does not feel right here, however. How can such a rich city have such poor people? Are they lazy and stupid? No, probably not. Are they are being exploited and taken advantage of? That seems to be more like an answer to the question.

A very small percentage of the money that was made in Kriviy Rig actually stays and works for the city, and nobody knows how many offshore zones this money has passed. It may be peoples fault to some extent as well, because they do not protest, they do not show their dissatisfaction. But what can they do in comparison to the mighty men, on which their lives depend? This problem, most probably needs to be dealt by both sides.

If the workers and city people never complain about lives beyond their kitchen walls, the owners of the enterprises will not have to do anything differently. There will be no motivation for them to treat their labor force better until they feel that something starts to threaten their businesses. Of course, normally, the government should protect its citizens, but as we all know, our Ukrainian government has not been doing its job so good and, frankly, it does not look like it is going to soon.
