Federal Bureau of Investigation Crime Scene Analyst. At the beginning of the new century the FBI (Federal Bureau of Investigation) seems to correspond its core values and ethical standards. And we can say that it carries out its mission effectively. But what is the mission, and what is the FBI? The FBI had a long history. But at presence it is the investigative arm of the US department of Justice.

The mission of it is to protect and defend the country (the USA) against terrorist and foreign threads. Besides it the FBI provides leadership and criminal justice service to federal, state and international agencies, and watch the laws go the United States. The FBI priorities include many aspects such as: to protect the USA from terrorist attack, cyber based attacks and high tech crimes; to combat public corruption and significant violent crime. ; to protect civil rights. By the way the FBI is recognized as a sole authority in all security and commodities fraud matters. Thats why it identifies and prosecutes criminal entities especially in those subjects in positions of trust (such as related to fraud in the securities and commodities industry).

The FBI is financed by the government. It receives a total of about 4 and half billion $ in fiscal years. A great amount of money is spent on increasing net programs. Among them a training and criminal programs, Counterterrorism, Cyber crime, Informational Technology, Security and Counterintelligence. All current changes inside the Bureau are identified by requirements and information needs. The FBI must have enough information to safeguard the nation.

Thats why the guidance was recieved from the President and the National and Homeland Security Advisors which established Intelligence requirements. They are developed based on critical information required to protect the USA from National Security and criminal threats. Customers needs initiate the intelligence requirements witch are distributed to the customer. The FBI Intelligence products are provided every day to the Attorney General, the President and customers thought the FBI and in other agencies. The FBI intelligence customers make decisions such as operational, strategic and policy which are based on the information. Recently the President has announced about the creation of an intelligence service within the FBI.

The matter of this service will be to unify the Fbi's Directorate of Intelligence, Counterintelligence Division and Counterterrorism Division. And not only that. The Service will integrate the FBI intelligence operations more fully into the broader Intelligence Community. By the way, there are three areas that will influence the success of the new intelligence service: Language Programs, Information Technologies capabilities and Fbi's ability to hire, train and retain the expertise they need to build the service. So, at present the plan for implementing the directive about an intelligence service is preparing.

And uniting of the Fbi's intelligence and investigative missions is the main principle of the intelligence program. The union will be able to ensure, that intelligence drives the investigative operations. A key component of the intelligence service will be the development of the specialized national security labor force. Intelligence analysts, language analysts, physical surveillance specialists will form an integrated national intelligence labor force. Recently Language Service has been integrated into the Directorate of Intelligence.

And the process of integration linguists into the Field Intelligence Groups is lasting nowadays. It is very useful for the whole system: for example, a document firstly is provided with a cursory review by a linguist and set aside with useful information for further translation. The system is called the triage one to collect materials. Finally, it is the modernization of the Fbi's Information Technologies capabilities. It will be completed in the form of a Service - Oriented- Architecture. At the same time the mission focus and the information to support is radically changed by current events.

To enforce a modernization effort the Trilogy Program was planned. It is for modernizing infrastructure system, optimization of network est. As it was pointed that for supporting the labor force an intelligence career service is organizing. The process addresses the huge range of human resource.

First of all the FBI linguists and Language Analysts will receive a great training opportunity and promotion potential within the organization. The promotion potential is closely connected with a constant progress in building a specialized and integrated Intelligence Career Service. The FBI have developed a special Agent career path and soon it will be implemented. The path will take into account the Agents background and experience in on of five programs Criminal, Cyber, counterintelligence and Counterterrorism. It is obviously that the policy will promote the Fbi's interest in a cadre of special agent with subject matter expertise.

The Fbi's work is done in its 56 field offices and 400 satellite offices (or resident agencies). In the fields there is the Special Agent who works with a local authority an help it to catch and arrest criminals. The FBI has 45 offices located around the world and is known as Legals. Their task is to stop foreign crime and to help to solve international crimes. Each Legal works in interest of both countries and with local authority and security agencies. So, it is evident that the task of these Legals is coordination of investigations.

The worldwide legal program is coordinate by a Special Agent who sits at FBI Headquarters is located in Washington, DC. It is run by the Director. The personnel and Special Agents organize and coordinate FBI activities around the world. Headquarters personnel do a lot of work as to oversee major cases and to gather and distribute information. First of all they determine investigative priorities. Then they collect analyze the intelligence information and send it to field offices or state police department etc.

The FBI employed 11, 633 Special Agents and 15, 904 Professional Support people/ Special Agents are specially trained. Besides they are chosen from many others applicants because they possess specific areas of expertise needed by FBI (such as with backgrounds in law or accounting). Nowadays the FBI needs specialists with expertise in languages, computers and sciences. The majority of the Fbi's workers are Professional Support employees. They work in support of Special Agents. Current management structure includes Planning and Direction.

It is a type of management of the entire effort. Its tasks are from identifying the need for information to delivering and intelligence product to a consumer. Because of current and finished intelligence generates new requirements, Planning and direction structure is responsive to the end of the cycle. The structure is led by assistant Director for Intelligence. The birth of the FBI may be considered on July 26, 1908, when Chief Examiner Attorney General (AG) Charles J.

Bonaparte ordered that a small permanent investigation agency, headed by Stanley Finch should report to the Department of Justice's. That agency was in charge all investigative matters, except certain bank frauds. In 1909, it was named the Bureau of Investigation (BOI), and at that time the field of its authority was extended. The Bureau investigated antitrust matters, land fraud, copyright violations, peonage (involuntary slavery), and twenty other matters. Before the World War I in April 1917 the organization was responsible for espionage, sabotage, sedition, and selective service matters.

The 1920 's criminal activity increased. But there was not any federal law which gave the BOI authority to tackle the crimes. In 1924, John Edgar Hoover was appointed as Director of the BOI. Director Hoover provided a number of reforms to clean up a politicized Bureau.

Hoover reinstated hiring, provided professional training of new Agents, demanded regular inspections of all Bureau operations. At that time, the Bureau also began to emphasize service to other law enforcement agencies. Under Hoover, in 1924 The Identification Division was created. Later, in 1932, The Technical Crime Laboratory and in 1935, the FBI National Arcade were established. 1934 May/June Crime Bills gave the Bureau authority to act in many new areas, to make arrests, and to carry weapons.

It was renamed "Federal Bureau of Investigation" in 1935. In 1940, Roosevelt tasked the Bureau with responsibility for foreign intelligence in the western hemisphere and domestic security in the United States. And a Special Intelligence Service was created to sent undercover FBI Agents throughout the Western Hemisphere. In the 1950 's, the matters of increasing concern became civil rights violations and organized crime. But lack of jurisdiction did not gave the Bureau the opportunity to work effectively responding to these problems when they first emerged as national issues. And as a result during the 1960 's, only subversion remained a central focus of Bureau efforts.

During the 1970 's, the Bureau worked with Attorney General Levi. Its actions were strengthened due to a Freedom of Information Act. In 1973 Clarence M. Kelley was pointed as Director of the Bureau.

He refocused FBI investigative priorities and focused more on the quality of cases handled During the 1990 's, new technology was evolved. The 1993 bombing of the World Trade Centres and the 1995 bombing of the Oklahoma City federal building made the FBI to concentrate on threat of both international and domestic terrorism. On September 4, 2001, new Director Robert S. Mueller said, that the Bureau would improve information technology infrastructure; FBI foreign counterintelligence analysis and security. The Director Mueller pointed on reengineering of FBI structure, and that they would closely focus prevention of terrorist attacks.

And since 2001 this problem, the fighting with international terrorism, has left the number one in the FBI work.
