The most popular database software (RRDBMS) used for such applications is Oracle. Still, other experts state a database is a VLDB when it gets so large that it is difficult to manage. Although very large databases can be of great help to management in distilling the realities of their operations in terms of specific knowledge, there is first a need to manage the Vldb's properly. (Robert, 2001) The reason for this, perhaps somewhat paradoxically, is that all RRDBMS are vulnerable to large volume data loss through accident, error, or malice. Since the 1980 s many large financial organizations have been totally dependent on RRDBMS technology, to the extent that the loss of even one or two day's data would be economically devastating.

Accordingly very efficient and robust data-mirroring and off-line archiving facilities on media such as magnetic tape are a mature feature of RDBMS technology. In the context of health care, such insurance against data loss will be seen as equally important. Thus comprehensive archiving facilities will be an integral part of electronic patient records systems, not because it might benefit future secondary users, but because it is considered vital by primary clinical and administrative users. Typically, a RDBMS is a subset of an organization wide Rational Database. It performs the role of a departmental, regional, or functional Rational Database. As part of the iterative Rational Database process, the organization builds a series of RRRDBMS over time and eventually links them via an organization wide logical Rational Database.

In contrast, a logical Rational Database contains all the metadata, business rules, and processing logic required to scrub, organize, package, and preprocessor the data. In addition, it contains the information required to find and access the actual data, wherever it actually resides. An important element in both is the level of complexity and size. The complexity of the data model for a Rational Database normally increases in accordance with the number of lines of business it serves. On the other hand, a RRDBMS, regardless of size, requires a far simpler data model since it generally focuses on a single subject area. The subject of a RRDBMS is generally determined by the department or line of business for which it is created.
