Peace and Conflict Resolution: Journal of School violence in Japan Japan is a relatively peaceful country in terms of juvenile delinquency. The level of violence in society in general and at schools in particular is one of the lowest in the world. The Japanese national culture and mentality with its respect to elderly people and politeness in general do not benefit the juvenile violence. Yodji Morita, a sociologist from Osaka City University marks the outbreak of "unpredictable violence" by high school students 1. The burst of violence began in 1998.

There were 22 bloody accidents with the teenagers between 1998 and 2001. There was not the first burst like this. The first wave of violence occurred in the Japan schools in 80 when the government started hiring teachers who were skilled at karate, judo or kendo. The aim was to suppress the violence of the teenagers who were organized in gangs.

The measure is far from the pedagogic science and very strange for the civilized world. A number of questions could occur. Were the teachers supposed to perform the police functions? Or was it just a reaction to violence?

These teachers were supposed to use force. At the same time the corporal punishment was prohibited in Japan. That was officially, but unofficially it was used in the schools. Otherwise, what was the reason of choosing the skills of the teachers? The aim of a teacher is to resist the aggressive atmosphere at school. Could violence overcome the violence?

Karate teachers could only worsen the density caused by the school violence. The effect of this solution could be counter to that which was expected. While speaking of difficult children, they would be only stressed and additional tension would be built up. The worse effect could be observed on the normal children. Children who did not tend to violence could percept the violence generated by teachers as a way to resolve the problems.

What is worse, such way could be associated with the legal one because the violence was coming from the teachers and taking into consideration the traditional Japanese respect to an instructor, violence could be accepted as an acceptable way to solve the problems. The psychological pressure on the pupils is coming from the parents and family. The education plays an important role in the country where there are no rich natural resources and the industry is highly technological. The future career depends upon the education greatly. That is the reason that the parents do their best to give proper education to their kids. They consider the education some kind of investment into their children future.

That is why they apply pressure on their children to improve the level of their education. Substituting the educators with the karate fighters may cause nothing but additional tension and violence at schools. We may discuss the Japanese mentality and the customs, but the violence would never bring the additional respect to the educators. Violence and corporal punishment as any other punishment can not substitute the proper educational skills and methods.

Children can learn nothing but that violence may resolve the questions connected with their small problems. Violence is based on the brutal force application towards a person who is weaker than that who applies the violence. This would be easily transferred to the children groups and build the relations within the groups on the basis of violence. Children will learn that the methods of persuasion are useless when the compulsion may be applied. What is more, if the compulsion is applied by the teachers, that means it might be correct and it should be applied further in the everyday life.
