NYPD and Preventing Terrorism Terrorism is not a new concept it is something that exerted itself in a variety of ways, and has long existed throughout the history of our world. Todays new technological advancements have made it easier for terrorists to operate more freely, as a result terrorist acts have increased world wide not only in the number of attacks, but also in the amount of devastation caused by each individual attack has also increased. Along with this quick advancement of technology, the world experiences a need for competition to have to newest and most current weapons technology. Competition brings about hostility between nations that have the technology and the nations that dont, and, in turn, this sets the picture for nations and terrorist groups to want to retaliate against others in a violent manner. The New York City Police Department classify terrorism as unlawful use of force or violence, committed by a group or groups of 2 or more individuals against persons or property to intimidate or coerce a government, the civilian population or any segment thereof, in furtherance of political or social objectives. This definition, however, does not divulge to the general public any motivation or reasoning of why terrorist factions commit these horrible acts of violence.

For the most part, the anger and resentment a terrorist faction feels towards a specific group or situation stimulates the initial reaction of retaliation from the terrorist faction to the group the terrorists see as the source of the problem. Current events and national situations usually incite various opinions from people that are affected by the affair. Clearly, not everyone will be pleased with the decisions that were made or the actions taken by the group in power. As a result, the minority groups feel as if they have no say in the matter, and will attempt to voice their resentment towards the decision or actions taken; through violent and destructive actions to the group in power. Thus the chaos and fear a terrorist group generates to the group in power makes the minority group feel more in control of their lives. A good example of such a situation that occurred at Columbine High School, a few students were constantly picked on and harassed by the majority of the students at their school.

So the students who were being harassed formed a group called the Trench Coat Mafia, and they took their frustrations out on the rest of the student body by releasing a deadly barrage of gunfire. What happened at Columbine is just another example of the extremes that people will take when they feel that are not being treated as equals in their society. Regrettably, this kind of hatred and bitterness is what fuels terrorism today. The confrontation between Israel and the Palestinians for control demonstrates how long hatred between two different groups can last, and also how quickly hate escalates to violence. The Israelis and the Palestinians have been fighting for control of the land, country of their own, and religious dominance for hundreds of years now, because of the long standing hatred in this region it has become a source of terrorism on a worldwide scale for many years. It is quite common to find governments attacked by groups or factions that are frustrated by the feeling of inequality and insignificance in their society.

Also, governments, which are unfair or unjust towards a specific race of group, can cause anger in those people and cause those people to strike back in violent or destructive ways. One of the most inexplicable cases of terrorism was the recent sniper attack in the DC area. Events such as this one are a product of psychological and biological imbalances, in which the person seeks for some kind of personal gratification, usually for a reasoning or logic that general public doesnt understand. One of the biggest and most important questions NYPD faces today: Why do terrorist factions resort to such massive destruction? Although the question can be easily explained, it is still difficult to accept this explanation as reasonable. It is much easier to alter a policy or law or addressing a specific issue, such as the abortion, by peaceful means than it is to trigger political change, destroy a government, or drive out a foreign power for national liberation.

These are much more difficult goals to accomplish peacefully. However, the difference between revolutionists and terrorist factions is quite clear in this simple explanation: recognition. Revolutionist seeks only free himself or herself from an oppressive ruler, and they attack military targets. Where as, terrorists carefully plan out their actions beforehand with the intention of causing widespread harm and panic to innocent people through the unpredictability of their attacks. The more intricately premeditated the attack, the greater the attack, and the more destructive the attack, as result creates the more public out cry the terrorist faction will receive from the media and the public worldwide. The reason the effect on the public is so important to the terrorists is because of the effect the public has on everything else.

The public effects the government; the government has no power without the support of its people, which in turn effects relations that country has with other nations. The problem with targeting the general public is that many innocent people will be harmed in a number of ways. The most severe effects that terrorist attacks have on people are clearly injury and death. Not so apparent are the psychological damages that victims will face following the attack, which are often longer lasting and more detrimental. Nightmares, phobias, and startled reactions are all results of such post-traumatic anxieties. In reaction to these anxieties, biological systems tend to be effected and this eventually can lead to health problems.

Emotionally, surviving victims will face hard times through mourning deaths. The unfairness of terrorist attacks is one of the most difficult concepts to grasp when coping with the deaths of loved ones. It is painful to wonder why terrorism affects these innocent people. Often times, a place of business will be damaged, which can lead to job losses.

In a more severe attack, the entire economy is disturbed, and families eventually face financial struggles. In addition, all of these personal effects, whether psychological, emotional, or financial, can lead to depression. Overall, terrorism has a rather large impact on the entire public, not just those individuals directly involved. Several months ago, som 250 residential landlords and ral stat xcutivs sat down with th N. Y. P.

D. and F. B. I.

to discuss growing concerns about terrorism. Among th matters raised by th law norcent officials wr how landlords should b wary of popl who insist on first-floor apartmnt's, want to pay m cash, hav little furniture, per pay phons and fail to provid original credentials. In th wak of th horrible vote of Spt. 11, ths ar all worth considering, of cours. But thr's somthing ls landlords should b doing -- and it's asy to implement and lss xpnsiv than most popl think.

I'm referring to th installation of ffc tiv surveillance systm's in nw and or apartment buildings throughout th city. This was motion at th rent main in May, but it require further xamination. Th fact is that truly ffc tiv systm's do xi, ar already in plac in many buildings in Nw York City (and lower), and don't cost that much. How, not north landlords hav focus serious attention on the security systm's. Not surprisingly, now is not th tim for complacency. Thos landlords who do hav systm's must ask thmslvs if thy ar functioning fictively and providing th protection necessary in the buildings.

Thos who hav rudimentary audio systm's or no systm's in plac at all should tak stp's immediately to safeguard the properties and building residents. Unfortunatly, too many landlords, particularly thos in concern buildings, mistakenly big that thy hav adult security, vn though th systm's thy hav of only a modicum of safty. Technology is rapidly changing, and th systm's of th past may not b sufficient to print th criminal activity of today. To near th high quality security, landlords should ask thmslvs several questions when rising th features of the current systm's, including: Ar all th ntrancs to th building and public aras monitor regularly, it by human or lc tronic surveillance? Is thr a vido intro system with clar audio so that residents can apply identify visitors? Do th residents hav individual intrusion alarms that will are th concern or authorities in cas an intruder has going access to the apartmnt's?

Is thr a way for th concern or suprintndnt to snd message to von in th building in cas of an muncy? Ar thr so alarms in very unit, and can th. concern or doorman b art if thr is a fir in an apartment in which th resident is not at hom? Sadly, th state for hom security hav change. If landlords answer no to any of ths questions, which address th most basic points of apartment security, thy should consider updating the systm's. Landlords should also consider how th system actually works.

Is it install through typhoon or can lins? If th answer is ys, th landlord is in a potentially vulnerable situation, as ths systm's can go down if th can or phon lin is disabled. Landlords should consider stand-alon systm's to but near functionality in th v of a malfunction or a major power out. NYPD hav usd many different methods to aid thm in catching trrorist's, and on of th govrnmnt's most useful tools through out history has bn racial profiling. Although, racial profiling has porn to b quit ffc tiv in som situations, it has at th sam tim and many of th popl that it was design to kp protect.

Increase barriers also caus a strain on international relations and trad. Th rent attack on th World Trad Cntr is a good xml of how foreign relations can turn better as a result from this factor of tight control. As inquiry of trailers increase, discrimination against certain trailers lik Islamic popl constantly increase du to th tenacity of certain terrorist factions. This kind of fact can b frustrating, and aggravating to a larg number of innocent popl.

In tim, very attack mak's th United Stats of America, or any country, appear was and mor vulnerable to trrorist's attacks. Th NYPD's County Terrorism Bureau is quit ffc tiv project. It was card in January 2002 and is responsible for training in county terrorism, printing attacks, and r sponding to thrat's. Approximately 1, 000 Nw York City policy office ar assigned to county terrorism duties. San, who rss in Manhattan with his wif and has two children, will assume th duties of Duty Commission for County Terrorism on Jun 16 th.

This is an imag any govrnmnt's try d spratly to avoid, obviously, because of th that of futur attacks against that country. Onc mor, th government has to find a balance btwn acting too sorry or too list on trrorist's at an attack. A nations status among othr nations must remain on that demonstrate collctivnss and strength at a terrorist attack, but not so that would mak another group or country fl throated. Th first option, as a reaction to an attack is a pac talk, or negotiation with th oppositional for. Nvrthlss, ths negotiations of fail and simply lad to further attacks. Popl who report to terrorism to voice a big ar in most cass usually xtr mists that will go to any length to gt the point across.

For this reason terrorist ar of hesitant to com to paul trm's, because th trrorist's fl as though the goal was not accomplished, and thy will retaliate with another violent attack. Retaliations ar persistent to avoid th perception of bing a wak, or giving up to th group in power. Th xt of th retaliation a terrorist group may inflicts vari's dining on th faction and what goal thy ar trying to accomplish. Sinc Sptmbr 11 th, policy in Nw York City and throughout th Tri-Stat ara hav mt an array of nw and difficult challenge with course and skill. But as rent terrorist thrat's against th Brooklyn Bring and State of Library arts, thr is much work lft to b don. Now is th worst possible tim to cut a successful crim fighting program lik COPS, specially on that will put thousands of policy office on th strt's, but thats xact what Bush but cuts will do.

Th only ons who bit from th Bush COPS cut ar th criminals. By xp loring all of th cause and facts of terrorism, it sms as if th that of terrorism will always b print, because no resolution vr rated is going to mak von content. Having to consider a surplus of factors puts th government in a precarious situation btwn its constituency, trrorist's, and othr foreign nations. Unfortunatly, terrorism is just somthing th popl of th world will hav to cop with and NYPD do this work successfully. For as long as thr ar popl with different opinions and different blogs thy will always b terrorism. For, trrorist's ar brd of a disposition of tenacity and determination for the caus that most popl just cannot compound.

Th realization of th determination to carry out the goals that trrorist's hav is th most fighting thing of all. For now, th only thing th average person can do is pray that th government's ability to stop th trrorist's xcd's the ability to inflict harm. Thr is no grant that installing an ffc tiv surveillance system in your apartment building will limit all that of terrorist infiltration. But it could hlp limit som potential thrat's, and mak lif mor saf, star and privat for Nw York's apartment building dollars. Bibliography: One Nation: America Remembers September 11, 2001.
