India and Russian Politics The political structure in India and Russia, especially the position of the chief executive (the president) and the role and functions of the legislative branch have both differences and similarities. Similar to India, Russia is a federal government. Both countries have constitutions, which define the key regional issues. First of all, the Russian Constitution concisely outlines exclusive powers of the federal government in Russia, however it also defines the most important regional issues, such as the Federation components, and the joint responsibility of the federal government. In its turn, the Government of India, which is officially being known as the Union Government and more common is referred to as Central Government, established by the Constitution, is a union federal republic comprising of 28 states and 7 union territories.

Similar to Russia, India operates under three branches of government: the Legislative, Executive and Judicial. Indian model of politics reminds that of the British Westminster System. According to it, the Prime Minister of the country is the head of the government, and the President of India is the so-called formal head of the state, holding substantial reserve powers. In contrast to Indian political structure, in Russia the President of the country is the head of state, as well as the head of the multi-party system with the executive powers, which are exercised by Russian government. The Prime Minister, in its turn, is the head of the multi-party system, and is appointed by the President with subsequent approval by the Russian parliament. Also, in Russia legislative power is being executed in the two chambers of the Russian Federal Assembly, and the President of the country and the Russian Government Issue legally binding by-laws.

Unlike Russia, the executive power in India is exercised by the Indian government. The federal legislative power, in its turn, is also vested in the two chambers of the Indian parliament and the government. Finally, the judiciary is independent of the legislature and the executive. What concerns Russian President, the chief executive is being elected to a four-year term.

The president has an executive power, and there is no vice president involved. As it was already mentioned, the legislative is subordinate to the chief executive. Also, the Russian president is the Commander-in-Chief of the Armed Forces, and the head of the Security Council. The Security Council is responsible for managing state and individual security. Also, the Russian President enjoys the right to appoint his own cabinet - the Ministries of the Government. In case of unexpected circumstances or any kind of force major, the premier minister is a natural successor of the president's powers and enjoys the right to act as a president until new president elections are held.

Also, the president enjoys the right to appoint the First Deputy Chairmen of the Government and the Premier and Chairman of the Russian Federation Government and First Deputy Premiers, with the subsequent State Duma approval. Also, in contrast to Indian model of government, Russian President enjoys a right to pass degrees with no consent of the State Duma, and in case the Duma consistently disagrees with the president's decision and denies approval of the President's decrees, the Russian President can dissolve the State Duma. What concerns Indian government, as it was already mentioned, the executive branch of the government comprises of the President, Vice-President (which is absent in the Russian model), the Prime Minister and the Council of Ministers. The Indian government exercises its powers in the name of the President of India.

Similar to the President of Russia, the President of India is also the Supreme Commander of the Indian Armed Forces. The President of India, however, is also the chief guardian of the Constitution of the Republic and, similar to the President of Russia, is the Head of the State. As it was already mentioned, the role of the President of India is rather ceremonial. What concerns legislative branch, in India the constitution foresees the Parliament as the legislative branch. The parliament, therefore, is expected to oversee the functioning of the government.

India has a bicameral parliament structure, comprising of the the Lok Sabha (House of the People) and the Rajya Sabha (Council of States). The Council of Ministers is held responsible to the House of the People. In contrast to India, Russian legislative branch is a bit different. The Bicameral legislative Federal Assembly in Russia consists of a 178 -seat Federation Council (the upper house) and a 450 -seat State Duma (the lower house). The Council of Heads of Republics comprises of the leaders of the 21 ethnic-based Russian Republics, and the Council of Heads of Administrations is represented by the leaders of the 66 autonomous regions, and Moscow's and St. Petersburg's mayors.

The State Duma is more influential and enjoys more powers, while the Federation Council is involved mainly with the issues of concern to the subnational jurisdictions. The Federation Council is also has the responsibilities to remove and confirm the procurator general and the justices of the Supreme Court, the Constitutional Court and the Superior Court of Arbitration. At the same time, in India, the Indian government has the right to enact ordinances and laws, however all laws should be passed by the legislative branch to take effect. As it was already mentioned, almost the same situation is in Russia, with the exception that the President has the right to dismiss the authorities in case they do not agree with the laws or ordinances the President wants to take effect.
