Why Mexicans should be granted amnesty More than one half of American citizens are ardent supporters of the idea that the United States should capitulate in Iraq. No wonder that the intention of merely one half of the U. S. beau monde to capitulate to illegal immigrants looks quite natural.
Although the U. S. President is not ready for the first capitulation, he seems to be quite happy with the second idea. This issue gave birth to controversies. So, why Mexicans should be granted amnesty, if any?
The U. S. Senate discusses draft reform of immigration law that gave birth to spirited debates. The project that has been discussed in the U. S. Senate during the course of several months contains about 380 pages, and it is unlikely that the commentators have managed to sort out all the issues thoroughly.
Yet, the main regulations, terms and conditions are virtually clear: enhanced protection of the southern state frontier with Mexico, as it is the main frontier from which the Mexicans enter the United States territory illegally. Secondly, the U. S. government plans to grant the illegal immigrants amnesty (legalization of over 12 million illegal Mexicans already inhabiting the U. S. territories (Couch 27).
Finally, the U. S. government plans to develop a guest worker initiative; 400 thousand guest workers with specially approved 2 -year visa will be allowed to work in the U. S. under the auspices of the guest worker initiative. This visa will be endorsed a passport and will have an option to be prolonged after an adjournment of one year.
However, legalization, or so-called amnesty becomes the subject of the most heated debates. The point at issue is whether the illegal immigrants, who have already entered the U. S. territories and work in the U.
S. with no residence permit, should be granted an amnesty. From the one hand, there is an ancient proverb claiming that if it is impossible to cope with the problem, one should take it under his control (Tancredo 28). Therefore, as it is claimed by Edward Kennedy, the Democrat, the offered compromise is one of the best opportunities to make the national frontiers safer and to lead the millions of illegal immigrants from underground to legality (Should Illegal Mexican Immigrants be Granted Amnesty? 2007). Although the Republicans consider the project to be not very ideal, they also think that the amnesty will provide the U. S.
authorities to undertake some sort of positive actions aimed to put the axe on the helve of the illegal immigration issue on bipartisan basis. There are a few more premises for amnesty, such as the assumption that the U. S. was founded by immigrants, and the immigrants foster the countrys development and stimulate the U. S. economic growth.
The next premise is that allowing such a substantial portion of Immigrants to live illegally is harmful to the healthcare (Should Illegal Mexican Immigrants be Granted Amnesty? 2007), because the illegal immigrants avoid seeking healthcare, and by doing this they may be conductive to spread of diseases. Another assumption claims that Mexicans enter the U. S. in search for a better life and a chance at success (Should Illegal Mexican Immigrants be Granted Amnesty? 2007). Therefore, America, being a country of wide opportunities, must give them a chance to succeed. George Bush asserts that the project will give a guarantee that although the U.
S. citizens will treat illegal immigrants with no exoneration to all they did (as far as illegal immigrants violate the U. S. laws), still, the U. S.
authorities will treat the illegal immigrants with no hostility (Hayworth 115). Under this initiative, the illegal immigrants will have a chance to live legally under the U. S. general legislation protection (including law of industrial relations), and enjoy the benefits of all democratic institutions of the state.
Frankly speaking, the vast majority of American citizens dislike the idea that such a huge army of lawbreakers. There are many concerns about the fact that illegal immigrants pay no taxes, although the U. S. authorities are obliged to provide them with necessary public health service and to educate the illegal immigrants children under the law currently in force. For example, according to the statistics (Long Island, school district) if 17 per cent of senior high school students are Latin Americans, the percentage of primary school pupils exceeds 31 % (Should Illegal Mexican Immigrants be Granted Amnesty? 2007), . There is also a concern that in case this tendency continues, the U.
S. authorities will be obliged to implement bilingual education and special courses for children with special needs. In its turn, this situation will increase expenses for education, and, correspondingly, immovable estates taxes. On the other hand, the U.
S. government is unable to arrest and deport about 12 million illegal Mexican (and other Latin American) immigrants. No wonder that such decision is not a subject for further discussions. The draft reform foresaw that virtually all illegal immigrants receive residence permit, and, in due course, they will have an opportunity to claim for American citizenship.
The only thing they will have to do is to pay fine at rate of $ 5. 000 and to pass police and FBI check-up along with legal examination of documents and other matters of form. It is necessary to take into account that the U. S. authorities will be virtually unable to make a thorough check-up of such an enormous quantity of people timely.
No wonder that the U. S. citizens consider draft reform of immigration law to be an amnesty in relation to lawbreakers and the precedent of injustice in relation to the millions of foreigners, who honestly and legally apply for American citizenship and wait for their turn for years on end. Likely, the amnesty can lead to the outcomes similar to 1986, when the U.
S. authorities granted the amnesty to 2. 7 million illegal immigrants, and twenty years later the quantity of illegal immigrants exceeded 10 million illegals (Cassidy 26). For comparison, 10 million people make up a population of an average European country. There are some predictions that new crowds of illegal immigrants will rush into the United States. These illegal immigrants will hide (and, naturally, continue their illegal activity) and wait for the next amnesty. However, with the exception, - their quantity may reach 48 millions in about twenty years (in case the tendency will remain the same), and the U.
S. future generation will live in completely different America. Regardless of all these dangers, the optimists continue claiming that the flood of illegal immigrants will never occur. They bring in support the facts that draft project foresees doubling of the quantity of frontier guards, construction of another few hundreds of frontier wall and mounting intruder alarms and other protective position pick-offs. At the same time, the opponents of the amnesty initiative claim that this chain armor will be of no help, as far as the wall is unable to cover the state frontier 3. 141 km length (Cassidy 26). Further, the guest worker initiative will evidently be met with resistance from the part of the U.
S. trade unions, because they need no competition from the side of cheap workforce. Yet, the vast majority of Americans seem to support the amnesty. White House considers the initiative to be an important element of Bush's political heritage. Other people take pity on poor Mexicans who had to enter the U.
S. territories illegally in order to earn for their living. According to them, the illegal immigrants face numerous difficulties while working clandestine. Democrats consider that legalized illegal immigrants (in their majority) will vote for Democrats. At the same time, it is not clear whether the immigrants will apply for the U. S.
citizenship, because only 37 per cent of illegal immigrants who got an amnesty in 1986 applied for the U. S. citizenship. Although the democracy in the United States surpasses all expectations, it is necessary to remember that any law that allows illegal immigrants to live in the country during the unlimited quantity of time is some sort of amnesty. Although Mexicans and other illegal immigrants are free citizens that have an infringed right to enjoy all possible rights and freedoms, it is necessary to remember that these amnesty measures may be unjust in relation to law-abiding people, who claim for the U. S.
residence permit without breaking laws. Besides, the amnesty may devalue the importance of family bounds, and, finally, it will hardly solve a main problem, as far as the existing contingent of and illegal immigrants will be replaced by the contingent of legal guest workers with their visas expired.
