China's Threat or Peaceful Rising During the last years there are many debates concerning so-called Chinese threat. This theory became very popular in numerous world countries. However, why such a theory is initiated in the sphere of international policy has been something of a mystery. The aim of this paper is to examine the Chinese threat and to explain the perceptions of both theories Chinas rise to power as both a threat and peaceful rising.

The main concept of the Chinas threat theory amounts to the following theoretical accusations directed against China: After the reduction in American and Russian armed forces and armaments in Asian Pacific Region China tries to fill the power vacuum of forces; China has intention to become a military and economic superpower in the world; China takes upon itself the responsibility for armaments drive by its purchases of modern weapons from Russia; Chinas costs for armament are constantly increasing. Japan is considered to be the initiator of the Chinas threat concept. Actually, Japan was the country that pursued a hostile policy concerning China during several centuries (Wang, 159). According to Japanese politicians and scientists, after the end of the cold war China, due to its rapid economic growth, in fact became the main extrinsic threat to Japanese security.

Japanese government dedicated to China a special attention in its White Security book since 1991. The concept of threat immediately received a powerful backing from the U. S. The reasons are quite simple: The rapid growth of Chinese economy may allow the country to win a leading place in the world vector and hinder American government in its efforts to carry out its strategic policy and to create new world order according American ideological standard (Xintian, 279). Therefore, Chinese barrier should be eliminated or, at least, the pace of Chinese rise to power should be slackened; After the collapse of the Soviet Union China remained the only great socialist country in the world and became the main target for the U.

S. in the strategy of peaceful evolution. As far as many world countries strive to undermine the positions of socialism, China may be considered as the source of threat; The increasing conflicts between the U. S.

and European allies demand the appearance of new potential enemy in order to distract attention from intrinsic conflicts and to express solidarity and the unity of intentions. In such a way, China was considered the hypothetic enemy able to put at issue public safety. This strategy is revealed not only in Western foreign policy, but also in mass media and movies. In this connection, the U. S.

and Japan undertake the efforts to slow down Chinese growth (Xintian, 280). However, it is erroneous to assert that Japan and America are the only countries supporting the concept of Chinese threat. The world countries consist of two main groups. The first group consists of countries that dominate in the world and Asian Pacific region, but gradually reveal the tendency to lose their leadership in policy and economy (e. g.

Japan). The second group embraces countries that are not only the neighbors of China, but also have territorial claims with the country. Several countries of Southern and South-Eastern Asia, such as India, Indonesia, Philippines, and partially Russia enter the second group. Although Russia doesnt support the concept of Chinese threat officially, this theme was actively discussed in 1992 - 1995 (Wang, 159).

In the middle 90 s Central, Far Eastern and Siberian press published numerous articles concerning the issue of Chinese expansion in the Far East. In spite of the official normalization and regular improvement of Russian-Chinese relations, Russian press eagerly published articles dedicated to Anti-Chinese propaganda campaign as though in response to American and Japanese initiative concerning the concept of Chinese threat. What concerns territorial claims with neighbors, Chinese government repeatedly declared that the country will solve these conflicts peacefully. However, these unsettled territorial claims are still the Chinas weak point. The third moment that should be discussed relates to the issues of threat. It is important to understand whom may China bring the threat to.

According to the concept of Chinese threat, China threatens Japan and America. At the same time the countries insist that China threatens primarily Russia. Russian mass media often mention the Chinese threat within the bounds of migration issues in the Russian Far Eastern territories combined with potential military threat (Xintian, 281). What concerns Chinese migration to the Russian territories in the Far East, there is an opinion that there is no problem of Chinese citizens migrating to Russia. According to information from Federal migration service, the vast majority of Chinese citizens who enter Russia do not plan to become Russian citizens as they arrive mainly due to economic than political reasons. In the mid 90 s there were rumors concerning allegedly planned armed surprise attack to Russian territories.

However, the sources of this information primarily belonged to Western and Japanese mass media. According to the prognosis of London Institute of Strategic investigation, by 2010 China will have in its disposal 70 - 75 infantry divisions, approximately 3, 000 military types of aircraft, 60 - 70 units of rocket technologies, and 50 - 60 submarines (Wang, 160). This prognosis is based on continuous and rapid development of Chinese economy along with continuous decline of Russian economy during the subsequent twenty years. Besides, the supporters of Chinese threat often use the argument that Chinese costs for armament have tendency to gradual increase. According to researchers, after the reduction in American and Russian armed forces and armaments in Asian Pacific Region China undertakes efforts to occupy strong position of these two countries. However, as reported by Chinese Institute of the Modern International relations, this opinion is also erroneous.

Despite the fact that Russian and America reduced its armaments, these countries still have the strongest armies in the Asian Pacific region. What concerns the increased costs for Chinese armaments, China claims that the country feels threat from the side of the U. S. (especially after the military operation the Desert Storm when America and its allies demonstrated their modern military technologies) and, therefore, has to protect itself from potential aggression by developing its strategic military power in order to retain its territorial integrity (China's development an opportunity, not threat, 2007). Chinese government asserts that NATO aggression against sovereign Yugoslavia (especially after the bombarding the Chinese embassy) again confirmed the necessity to increase military budget and to continue modernization of Chinese armed forces (Xintian, 282). No wonder that these actions are examined as Chinese threat. At the same time, China continues to assert that it implements the peaceful policy and that there is no threat to the world security (China adheres to the 'path of peace', 2007).

China, by protecting its theory of peaceful rise to power, claims the following: Chinas military potential doesnt allow achieving status not only the superpower, but even the status of the average power (China's development takes a peaceful track, 2007). Chinese government claims that Chinese land forces are not trained enough to lead effective military operations, the personal weapon went out of date, and Chinese army is not adequate to the threat presented by military potential of the U. S. , Japan, and even Russia and Taiwan. Besides, the supporters of Chinese peaceful theory assert that China has no intention to achieve hegemony and political dictate in the world.

They claim that even if China becomes the superpower, it will not strive to impose its will over the other world countries. This idea is clearly explained in Chinas White Book dedicated to the control over armament and disarmament. According to it, China threatens to nobody. It always implemented and continues to implement peaceful foreign policy. The basis of Chinese military doctrine is the protection of its own territory from extrinsic aggression. The country also reports the process of reduction in Chinese armed forces and armaments.

According to the supporters of Chinese peaceful theory, the army was reduced by one million soldiers under the Dan Siaopins management. The Chinas Prime Minister Zhou Zhuntzi promised to reduce the army 500, 000 soldiers down from the previous year (Xintian, 283). China also reports the conversion of military-industrial establishment. China strictly adheres to the concept of non-proliferation of nuclear weapons and supports no chemical and bacteriological weapon use. Finally, according to Ministry of Defense, Chinese defense strategy serves the aims of strengthening of defense, protection from extrinsic aggression, protection of the countrys integrity, ensuring sovereignty, governmental integrity and security (Xintian, 287). Chinese defense strategy is subordinated to and serves the interests of economic development of the country.

Finally, one of the main strategic goals of Chinese government is safeguarding of peace and security all over the world.
