What is insufficient and soft, are our politicians, who lack the stamina to have these laws implemented, because the well being of the members of their immediate family is more important to them than the well being of their nation. We need to understand that the peace, within the multicultural society, cannot be maintained by the laws alone. This is because such society is too complex for the same set of laws to be equally applied to all of its members.
Just try to take a dagger away from the Sikh, who actively practices his religion. Try explaining to him that, it is not socially appropriate in America, to carry a concealed weapon and is actually against the law. The chances are, you will be stabbed with the same dagger, before you finish your sentence. Try calling police the whole Sikh neighbourhood will come out onto the street and start throwing rocks at police cars, resulting in cops backing off, because nobody wants to be accused of having racial prejudice. The American judicial system is based on the Roman law and old English judicial tradition. This means that it can only be effective, when used in racially homogeneous society. But America is multicultural, that is why, no matter how strict the hate crime laws might become, they will still fail to address the issue effectively.

We must abandon everything that might be associated with the American colonial legacy, right down to changing the names of the towns. The rant of American left-wing politicians cannot be considered seriously, because they speak in favor of this country becoming even more diversified, while preferring to live in exclusive White neighbourhoods, where there is no crime and everybody smile. In order for the law, which is meant to fight racial crime, to become effective, it must reflect the reality and not to be based on wishful thinking. And the reality is it is possible for the people of different racial backgrounds to live peacefully together, but the peace cannot be enforced by the act of law. It is only when one is being continuously told to love thy neighbor, that he begins to hate him. It appears like there is a certain force, behind people of different cultural backgrounds being alienated from each other. The most dangerous about it is the fact that this force disguises itself as something opposite to what it really is. On the surface, political correctness strives for more tolerance, yet the practical effects of this concept are far from what they are expected to be. The main result of this is that American society getting more and more seculirazied into numerous ethnic groups, which pursue their own interests, without caring much about the country, where they live.
There are African-Americans, Asian-Americans, Hispanics - the emphasis is being put on the racial characteristics of every particular group by very same people, who never get tired repeating that the race is not important! Racial prejudices exist, but it is very unlikely that they can be rooted out, since their roots sit deep in subconsciousness. Racial mistrust can only be weakened by ones personal positive experience of dealing with people from different cultures. Universal love and tolerance cannot be just imposed on people, because building utopias had never succeeded, throughout the history.
For as long as every particular culture respects itself, it will learn to respect others. The behavioral patterns of every racial minority, as group of people, are very irrational. A lot depends on emotionalism. But throughout the history, only naked force was decisive factor in gaining respect. Different ethnicities that share the same country, are like young kids its easy to set them off to a fight, but once they realize that their strength matches and there is no way for them to take an advantage of each other, they will become the best friends. It is a bad mistake to try regulating racial relations by the means of laws.

But this would not happen, if we had one simple law, which cold not be interpreted differently.
