During a United Nations conference of parties on December of 1997 in Kyoto Japan, the United Nations had a convention on climate change. In the convention the United Nations proposed a solution to the threat of climate change leading into an arrangement known as the Kyoto Treaty or Protocol on Global Climate Change. The Kyoto Treaty or Protocols aim is to combat the global warming by limiting emission Greenhouse gasses, Carbon dioxide CO 2, Methane, Sox nitrous oxide NoX, hydorflourocarbon, perflourocarbon, and sulfur hexafluoride to 5 - 7 % below the 1990 levels, the UN hopes to reach this aim during the period of 2008 - 2010. The Kyoto treaty or protocol is an extension of the Montreal Protocol which is a landmark international agreement designed to protect the stratospheric ozone layer.

The treaty was originally signed in 1987 and substantially amended in 1990 and 1992. So far about 168 nations have signed the treaty including 130 developed nations except for China and India. The United States refused to sign or support this international treaty. 4 percent of the US population is responsible for 20 to 25 percent of global emissions. However, President Bush only wants to slow down the growth of heat-rapping gasses but will not compile with the Kyoto treaty or protocol.

The United States government under Bush administration is trying to eliminate the Kyoto treaty. The United States fail to see that by reducing 5. 2 % (7 %) of green house gases would make a difference on global climate change. The United States fear that this treaty would only cause economic problems and would cripple the economy, that could cost 3. 2 million jobs in the United States alone. Prices for gasoline will rise by 50 - 60 cents per gallon and energy prices would rise with this international treaty. Another reason why it has been refused to be signed is because the USA thinks that big countries and developed countries were exempted and without them the treaty would make a difference. Some developed countries like China, India, Indonesia, Brazil and Nigeria have decided not to participate on this international treaty.

The United States feel that this is unfair due that these countries depend on agriculture and will suffer the most from this treaty. The worlds second-largest emitter of Greenhouse gasses is China. Yet China was entirely exempted from the requirements. These and other developing countries that are experiencing rapid growth face challenges in reducing their emissions without harming their economies.

The United States are also a little skeptical concerning global warming. They think that maybe this is just a cycle that the earth is performing and that greenhouse gasses dont make a difference on climate change. Bush voluntary plan consists out of reducing 4. 5 % of these green house gasses by the year of 2012; it allows business to voluntarily decide whether they want to participate and finally urge businesses to reduce emission by giving tax incentives to those that invest on a cleaner environment. There is a American belief that once the government starts to regulate businesses this might cause economic problems, a lot of people feel that the government shouldnt interfere with the market or economic.

Unlike China or United States, the United Kingdom has signed the treaty, and is therefore subject to its requirements. The British government wants to do their best in order to decrease the amount of emissions, and although they do realize that it would cause economic slowdown and some potential economic problems, there are still strict regulations that are designed to enforce the treaty at issue. The United Kingdom suggests, however, that the United States and China should definitely sign the treaty as well, since it is simply unfair towards all the other countries that those two huge economies do not want to support the international community in its noble goal. Thus, of those three countries at issue, UK is probably the most responsible when it comes to reducing the emissions. It is interesting to note that the United States, which is frequently an initiator of international treaties, refused to sign that particular treaty. Chinas position is more defined, they did not sign because their economy would suffer heavily.
