This study examines several Internet policies and whether the communication of these policies to the user or customer of the service provided by a company providing a service or merchandise has significantly changed during a three-year period between 1999 and 2001. Five characteristics of these Internet policies were studied based on the published policies appearing on the Internet sites of these companies. These examined policies included statements regarding privacy, security, shipping, returns, and warranty. The primary focus of this study was to determine if Internet companies are concerned about providing their customers with the best possible service and at the same time addressing the above issues. One criterion used to measure these parameters was to see if these companies have made significant changes regarding the communications of their company policies during the three-year period of this study.

The use of the Internet is growing rapidly every year, due to the decrease in computer costs and the availability of free Internet access (Lechner and Hummel, 2002). This growth has been accompanied by increase in concerns from privacy advocates, consumers, and legislators regarding the guarantee of privacy on the Internet. Despite the increase in popularity of the Internet, a number of the Internet companies studied had gone out of business or are no longer offering online purchasing. The remaining companies, as well as others that were currently in operation, were studied to determine whether the communication of these policies has significantly increased.

Internet privacy: the current situation 'Basically, right now, there are no legal guarantees of privacy on the Internet. Engage (web), for instance, says it has compiled 84 million anonymous profiles with 800 interest categories. DoubleClick has even more and alarmed privacy advocates last year when it proposed linking those files with names and identities compiled by Abacus Direct (http: // web). Through details on purchases from mail order catalogs, Abacus has built the largest database of consumer information, more than 90 million US households. However, in March of this year, in the face of protests, DoubleClick retreated on its plan, saying it would first wait for the government and industry to reach an agreement on privacy rules for the Internet (Shadid, 2001). Few people recognize that personal computers can download data to manufacturers or that the cell phone with the built-in global positioning system is a Big Brother, who keeps a constant eye on people.

The government appears to have become attuned to the apparent growing concern. A second industry study, funded by 90 banks and financial services firms, estimated that customers would have to pay an extra $ 195 a year in fees and interest if subsidiaries and affiliates could not share information. The Privacy Leadership Initiative planned an ad campaign educating consumers about the benefits of information sharing and giving them tips about how to better protect their privacy (Sanders, 2001).

Despite the increased attention from privacy advocates, some analysts conclude that consumers just do not care if Big Brother is watching. The majority of surveys give the impression that Americans are obsessed with how their personal information is collected and used. But how they behave indicates something else entirely. A study last year by Harris Interactive (http: //www. harris interactive. com/) and the Privacy Leadership Initiative found that four out of ten people claim Internet privacy and security concerns kept them from buying things online, and only one in ten Internet users trusted companies to safeguard their data.

In another study by Washington, DC-based consultant Within World-wide, 48 percent of participants rated their level of concern about online misuse of personal information in the top zone (Kanner, 2000). A survey by PolYester Research showed that nearly half of Internet users aged 18 to 24, among the savviest Web customers, ranked privacy as one of their top concerns in choosing shopping sites (Shadid, 2001). But a survey this year by San Diego-based WebSideStory (web com/), a Web audience analysis service, found after reviewing a billion Web pages that cookies were disabled just 0. 68 percent of the time. That fewer than 1 percent of consumers are taking these trackers out of service shows that, when it comes to Internet privacy, there may be more bark than bite.

While some are very concerned about the invasion of privacy, most people take increasing infringements of privacy as the price to pay for living in twenty-first century USA. It is one of the most beneficial uses of the Internet ever devised, and it is used by everyone from governments to credit card companies to enable the efficient and rapid handling of information. However, privacy on the Internet is not completely secure. Hackers hack.

Firewalls fail. Accidents befall even the most careful. Personal information about consumers using the Internet is frighteningly easy to obtain and even easier to sell. The scary part is how much personal information is already out there and easily accessible, through a complex trail of buying and selling lists of Internet users or by the accidental release of confidential information. The tragic events of September 11, 2001 may have drawn attention further away from Internet privacy.
