[/b] New York has passed a law banning the use of hand-held mobile telephones while driving. This law states "no person shall operate a motor vehicle upon a public highway while using a mobile telephone to engage in a call while such vehicle is in motion." Using a hand held cell phone is defined as holding a mobile telephone to, or in immediate proximity of, the users ear. As of December 1, 2001, using a hand-held mobile telephone while driving, for other than contact with emergency or medical personnel regarding an emergency situation, will be a traffic infraction punishable by a fine of not more than $ 100. In addition to the fine, a surcharge of $ 30 shall be assessed for convictions of the cell phone law. Town and village courts shall add $ 5 to this baseline surcharge. I composed a survey of 10 questions regarding the new cell phone law.
I personally disagree with the new law, and I wanted to see how it affects others. I handed out 20 surveys to 20 students around the college. Many of them had a lot of good input, but some basically didnt care. 100 % of the students that took the survey owned a cell phone. I only wanted students that owned a cell phone to take this survey since they are the ones who are affected by this law. I asked how much each student pays for their cell phone each month. There was a range between $ 21. 50 -$ 55. 00.
Each bill is different depending on the type of plan you have. A cell phone can come with features like: voicemail, caller ID, internet access, and much more. I averaged out the payments of all 20 bills to $ 35. 65 per month. 45 % of the students pay less than that amount, and 55 % pay more than that amount per month. I asked how much each student uses their cell phone. There was a range between 120 - 2000 minutes per month, with an average of 330 minutes. 65 % of the students use their cell phone less than the average, and 35 % of the students use it more.
The next question asked how much you use your cell phone while driving. An estimate of 30 - 500 minutes was recorded, with an average of 130 minutes. 55 % of the students use their cell phone less than the average amount, and 45 % of the students use it more than the average. This data shows that half the time spent on a cell phone is while driving. The survey asked the students if they are for or against this new law, and if they will obey it. 80 % of the students were against it, and 20 % were for it.
Surprisingly 90 % of the students said they will not obey this law, and 10 % said they would. With this outcome I concluded that some students that were for the law would not obey it. Maybe they think they are able to talk and drive at the same time, but dont trust others to do so. There were some creative answers for the question that asked if there were other solutions for this situation.
Most of the students stated that cell phones should be build into car in some way. They said they should be build into the car radio, dashboard, and steering wheel for a hands free experience. The other students left the question unanswered, probably due to lack of thinking. 75 % of the students would not purchase a hands free device willingly, and 25 % would. Hands free devices can be expensive, but a simple microphone with an ear piece goes for around $ 10.
Most of the students believe that cell phones should not have anymore restrictions at certain times. 85 % believe that there are already too many, and 15 % believe there arent enough. Some of the students think that cell phones should be turned off at some restaurants, movie theaters, and in school. 100 % of the students stated that they would not consider canceling their cell phone due to this new law. Overall I was happy with my survey. Students were willing to fill them out without a problem. I believe they answered honestly, and I probably wouldnt do anything different. I had a tough time thinking of questions relating to this topic, but in the end I believe I composed a good survey.
Most of the students think this new law is ridiculous and is unnecessary. If this survey was given to people who dont own cell phone, there would probably be a different outcome.
