Advances in telecommunications and in computer technology have brought people to the information revolution. The rapid advancement of communications technologies and computer networks, combined with the help of technological breakthroughs in computer processing speed, and information storage, has lead to the latest revolution, and also to the newest style of crime, "hacking." When the Internet was first introduced, the term hacker referred to an individual who was knowledgeable of the computer. Today, a hacker is a person who does malicious acts with a computer to the public. Also back when the Internet was introduced, people were not as literate with computer as today. Hacking is one of the highest growing and most costly crime in the world. Each attack on a server can cost the company millions of dollars or cause the company to go bankrupt depending on the size of the company.

As the Internet become more and more popular, the growth of computer hacking will increase exponentially. To most people hackers are malignant criminals whose only intent is to cause havoc to the public, but some hackers are righteous. Ultimately there are two views on hacking. One is that hacking is trespassing, stealing information is a crime, and that privacy is something that hackers should not invade.

The other is that hackers have the right to life, liberty, and the pursuit of happiness, so therefore they can exercise their Bill of Rights to the furthest extent. The government has already enforced and proposed many laws concerning this matter, but the government has a hard time handling hackers. If the government has difficulties with hacking, then who should june the limits of it. The decision can be placed in the hands of the public, but the probability of stopping hacking will never end. Hacking does not necessarily evoke destructions.

Some hackers feel that it is their duty to rectify offenses done to the public by the government or large corporations. Hackers can bring good results; especially bringing oppressing monopolies to their knees by releasing information that shows how suppressive they have been. Hacking is something that will continue to be a debate throughout the computer field, but maybe someday the public will accept hackers. In recent years, hackers have brought to the public's attention that the government has information on people without the consent of the individual. That may be considered to be a crime of the hacker to show that the government was intruding on the privacy of the public, but it is not morally or ethically wrong.

Hackers have also found dubious business practices that large corporations tried to accomplish. People found the information helpful and disturbing, however, the public may not feel that the benefits out weigh the problems that the hackers can cause. When companies find intruders in their system, they strengthen their security, which can cost thousands or millions of dollars. The security system implements are necessary to prevent losses. The money that companies invest on security goes into the cost of the product, so in turn, raises the price of the products. The government feels that it should step in and make the choices when it comes to the control of the Internet.

The government has a tremendous amount of trouble with handling the laws dealing with hacking. Most of the law enforcement agencies follow the Computer Fraud and Abuse Act of 1986. Violations of the act include intrusions into the government, credit card fraud, child pornography, and stealing money from the bank. Most of the times, the laws have to be extremely specific to convict the hackers, so the hackers find loopholes and get away. Since legislators create the laws they have be an expertise with the high tech systems that the hackers use in order to convict them.

For the government to operate effectively, it should hire professional hackers to override the other hostile hackers, and periodically check the systems of large corporations in order to prevent fraud and monopoly. This system can be very effective, like the checks and balances system that our government currently uses.
