I am a law abiding citizen, who pays hard earned tax dollars to the state and I want a chance to be heard. This letter will be representing millions of citizens who want to legalize smoking marijuana responsibly. A question that I will state is why alcohol is legal and marijuana is not. Marijuana has many different uses such as medicine, paper, clothing, protein, and could be used a highly taxed product, in which the government could make a tremendous amount of money. I ask the state of California to experiment with legalizing the use of marijuana, since it obtains the perfect environment to cultivate marijuana and the cost of growing should be relatively cheap. Marijuana has earned a terrible reputation and is now known as a drug.

Now lets compare alcohol to this so-called drug. First, Marijuana has medical uses such as a treatment for glaucoma and treatment for AIDS patients to regain their appetites. Alcohol has no medical effects. Second, there are more than tripled the amount of drunk-driving accidents then marijuana-influenced drivers. Lastly, people die from alcohol poisoning everyday; till this day not a single person ever overdosed off of marijuana.

America wastes billions of dollars in law enforcement resources, and destroys the lives and careers of millions of our citizens. Yet marijuana remains the recreational drug of choice for millions of Americans. There have been legal tests done to marijuana, which have proven that marijuana is a safe medicine if not abused. Proposition 215 states, doctors are allowed to prescribe marijuana to people that could benefit from it. We can see clearly that marijuana is not a harmful drug at all if taken responsibly. Just last week, studies were done in Britain stating, if the doctors could legalize marijuana they would but since the law wont allow it they cant.

Wouldnt there be less crime, more jail space, tax money spent on more important things and less people dying in the war against marijuana? Marijuana cultivation in the United States can be traced back 400 years, when our farmers grew hemp for its fiber content. Cannabis was first cultivated in China around 4000 B. C. The original drafts of the Declaration of Independence were written on hemp paper. George Washington and Thomas Jefferson cultivated marijuana and advocated a hemp-based economy.

In 1937, the Marijuana Tax Stamp Act prohibited the use, sale and cultivation of hemp in the United States. In 1942 the US Department of Agriculture released a film stating Hemp For Victory, which made farmers grow hemp for various usage. The farmers registered 375, 000 acres of hemp for the war. One acre of hemp will produce as much paper as four acres of trees.

In 1951 and onwards hemp was outlawed through out America and labeled as a drug. People are always complaining about our rainforests being cut down for the use of paper, now wouldnt hemp be the perfect solution to this problem. What kind of plant could do so much for a country and can be labeled as a drug; makes no sense to me. I would hope to have my tax dollars working for police officers that should be looking for dangerous criminals who would be a harm to my community, instead of pot smokers. I only have one option to this problem and that is to experimentally legalize the use of marijuana and look at the advantages and disadvantages. Of course there will be strict rules with the usage of marijuana. 1.

You have to be above the age of 21 to consume marijuana. 2. Nobody should be smoking marijuana while at work, operating heavy machinery or driving an automobile. 3. The government is only allowed to grow and sell marijuana. 4. You may not travel to different states with possession of marijuana. 5. Smoking marijuana should be done in a private setting and not in the public. These are the rules to follow if marijuana is to be legalized in the state of California.

The state would make a tremendous amount of money with tourists visiting the state, the heavy tax on marijuana, a less crime rate, more hard working police officers, and lastly a sense of freedom for marijuana fans. Gourmet restaurants will have hemp seeds in their recipes, used as an important source or protein. The oil from hemp seeds has the highest percentage of essential fatty acids and the lowest percentage of saturated fats. There would be clothing stores with 100 % hemp made items, which would make visitors rave. These are just some ideas and Im sure that if we actually sit and think how much money marijuana can generate for California we can be extremely prosperous. Instead of drug dealers making fortunes and spending it on fancy houses and cars, the state of California could help build schools, playgrounds, and lower the state tax.

Again, Im the speaking for the state of California and as a citizen I hope you respect my idea.
