... ot jump into any situation until it becomes vital. I also think that the difference in attitude towards the UN as well as NATO will be of a more positive one (as we have seen so far with the situation on Afghanistan). Overall I think that the policies of Bush are more favorable in the publics opinion than were those of Clinton. 9. Why does Bennet believe that Congress prefers the role of a "free rider?" Give an example. The role of the presidency verses the congress is set up so that the president is the more internationalist and the congress is more domestic in its attentions.

By this reasons congress can support international issues, though unpopular internationally, are popular with their constituencies back home. This allows congress to free ride on the coattails of an internationalist president. By supporting the platforms that will get them elected, the congress will then allow the president to really make the right decisions when it comes to foreign policy. 10. Why does Bennet bemoan the influence of democracy on foreign policy? The congressional power to be involved in international relations has steadily increased and they even get a say of when to use force. Because of this, Bennet feels the "free riding" congress people will make the wrong decisions about foreign policy after elected.

By continuing to support the issues that got them elected there is an inherent danger of making the wrong decisions more times than is desired. It also handcuffs the president in making decisions as the power of congress grows and could eventually cripple our ability to make effective foreign policy decisions. 11. Why does anti-globalization so often translate into anti-Americanism? The advance of wireless technology around the globe has given rise to the shrinking of our world. With these new means (with America at the forefront) comes the means to facilitate financial as well as social interaction around the world. Because of the fact that we are at the forefront of this technology, both in development, use, and support, anyone who is opposed to globalization generally is opposed to the US.

By being the most visible nation in terms of supporting globalization, we have come under fire from the anti-globalizationalists, and since their aim is limited it is focused upon us. 12. Why are the Europeans furious with the US? The fact that America has become dominant on the landscape of International power is infuriating to the Europeans. Their growing dependence on the US has manifested itself into a growing distrust and resentment with the US. Europeans want now more then ever to be able to control their own affairs free of the US. Also is the debate of whether they can take action on their own.

It is possible that the US could sustain a war on terrorism without the help of any of the European nations (especially fighting). I doubt this would be true of a European Power by itself. Also many of the conflicts that have involved both Europe and the US have been run and coordinated by the United States. We take the lead role that we have come upon and apply it to the world, and for that we are looked upon with scourge from the Europeans. 13. Why has the war on terrorism united the US, Russia, China and India? The war on terrorism cannot be fought by just the United States.

It is a war of many fronts and must fought from each. Also it is not just the US that is the only one at risk from terrorism. First of all, the US is now helping the Northern alliance to come to power in Afghanistan. Russia as well as India has been supporting the Northern Alliance. Also key is the fear of the Islamic movements shared by the Russians as well as the Indians. With India cooperating with us it also puts them as more favorable in our eyes as a friendly nation.

Russia also seeks to gain from a stronger tie to the United States, by helping them. China has a similar interest as Russia. It would like to better itself in our eyes, by helping. They have not opposed the use of force in Afghanistan, but would not like a unilateral approach to the battle. 14. How has 9 / 11 transformed American relations with the Moslem world? 9 / 11 has drastically transformed American relations with the Moslem World. Because of the fact that we are now at war with a Moslem country it could garner support from others that think that we are wrong in our efforts to counter terrorism.

Also, because Moslems perpetrated the events of 9 / 11, and the other recent terrorist attacks have been perpetrated by Moslems, that is who we are looking for. This could create problems from the standpoint of grouping the general population with the few radicals that committed these crimes. If we are not careful we could go after the wrong people just on the basis of their ethnicity. Since we are presently at war with a Moslem country, it creates sympathy from others who feel that we got exactly what we deserved. The events of 9 / 11 have irrevocably altered the relationship between the United States and the Moslem World. 15. If you could change American policy towards one country, which one would you change?

If I could change American policy towards just one country I would have to say that that would be Saudi Arabia. I think that we have shown them terrible generosity in the course of our relationship with them, but it has not been reciprocated. If it was not for the oil aspect we probably would not even have too big of a relationship with them and I believe that they have gotten rich over the very economics that the Moslems despise. I think that we need to hold a more hard line approach to Saudi Arabia and realize that they are the great allies that some people so revere them as. They have as many radical Islamic followers as many of the other countries and have bankrolled the worlds number one terrorist.

Everyone in this new war must be held accountable and we need desperately to reevaluate those who are affiliated with terrorism at any level.
