Now, like health care costs, the price of California college tuition is skyrocketing, making it even more difficult for me to better myself with a higher education. Last year, tuition at California community colleges went up an astounding 60 percent and another 37 to 40 percent in the 2003 - 04 school year. Students of all income levels are affected by this increase. The California tuition hike will gradually have many effects on the composition of the student body. One of the effects of the composition changes to the student body is likely to be an increase in the number of lower income students.

The California tuition hike affected the lower income students in a good way. More of these students now qualify for and receive more financial aid for tuition, daycare, books, and food. Financial aid is implemented to primarily assist the lower income students. Therefore, low-income students who want to attend college are presented with a greater opportunity than middle-class students.

Richardson states middle- and upper-income students are, carrying the tuition load for lower-income students (138). Ironically when middle-class students have children they sometimes fall into the lower income tax bracket. If middle-class students continue to contribute to lower income students education there will not be sufficient income for their own children to attend college without the states financial assistance. Another effect of the composition change to the student body is the decrease in the number of middle-class students. The California tuition increase affected the middle- class students in a very negative manor. Middle-class independent students that go to work in order to pay for their own college either, work more and go to school less or they dont attend college at all.

These students have to work longer hours and take longer to complete their undergraduate studies (Richardson 137). Middle class students who have a family to support and choose to further their education or begin their education are also affected by the California tuition increase. These students have to balance daycare expenses alongside tuition. As tuition increases, the more middle-income students with families will continue to decrease.

Richardson supports this by stating, enrollment has steadily shrunk among the middle class, defined as those with a yearly income between $ 30, 000 and $ 90, 000 (138). The middle-income students usually do not apply for financial aid because they know they make too much to qualify, but not enough to afford college. The results of a study by the National Center for Education Statistics shows that four out of five middle-income students have substantial financial need of $ 7, 800. Therefore, higher education will no longer be financially feasible for middle-income students. The last effect on the change in the composition of the student body is the plateau of higher-income students. The California tuition hike did not affect these students in a poor or positive manor.

The higher-income students can always afford school. The opportunity for higher-income students is abundant. These students are able to attend private schools from preschool through high school. A vast majority of these students were properly prepared for college with the assistance of advanced placement tests jumping them a semester or two into the college academia. These students bypass having to pay for a semester or two of courses. According to Reed and Szymanski, families with incomes over $ 99, 000 pay only 5 to 6 percent of their income for higher education (2).

Reed and Szymanski also indicate the students with an income of $ 43, 000 to $ 66, 000 pay from 17 to 19 percent (2). This fact puts the nail in the coffin when it comes to proving that higher-income students are not as affected by the tuition increase as the middle-income students. There is even more aid for the wealthy than one would think. Merit-based aid tends to go to students from families with the highest incomes (Reed 3). Students from families with incomes of $ 83, 000 or more received larger scholarships than students with families earning $ 31, 000 or less (Reed 3).

On average, the percent of students from high-income families that attend college is 77 percent, compared to the other income brackets that average 48 percent. Thus, high-income students are the only ones with good footing on this tuition hike. In conclusion, the student body will have a gradual shift in its composition. Completion of a higher education is sought out by many, feasible for some, and a box on a job application that many will never be able to mark off. With the continuing hike in tuition, one can only imagine what the cost will be in 2010, or if there will even be a higher education system in 2010.
