It is true, the rich will benefit from the tax break because the rich pay one third of the taxes in the U. S. It is believed that Republicans have always favored the rich, and in the case of Bush's tax break, it just happens that the rich get the upper hand. Bush's bottom line is that he wants tax breaks. He does not want the government to use the surplus for debts and other government programs. Gore's idea is entirely different on the issue of how the surplus should be used.

Instead of basically handing all of the surplus back to tax payers, Gore wants to use the money to reconstruct social security and give relief to families that are saving, paying for childcare, paying for college tuition, and long-term care givers. Gore's strategy is considered better for families with children. Bush says that everyone will not benefit from Gore's tax breaks. Again, Gore says the same about Bush's plan. Everyone will not benefit from the tax break, only the rich will. With Gore's stance on tax breaks and with some of the surplus being spent on issues, he clearly demonstrates qualities of a democrat.

Finally, foreign policy is a topic that both candidates are battling about. Gore wants a peacekeeping force that protects the world's economy and polices the world. Bush, wants only to intervene in the "Big Wars, " and wants to only commit troops when American interests are threatened. Gore would maintain the strongest and most efficient military in the world. Gore would also take precautions by implementing a national missile defense system.

He would like to see more testing of the system and consult with NATO and Russia more. Also, Gore would only deploy troops in peacekeeping missions. For example, Gore would deploy troops if genocide was being carried out. Bush is opposed to such peacekeeping missions. Bush would rather deploy troops in wars that were directly in conflict with the U. S.

For example, Bush says he is going to withdraw the current four hundred and seventy-five troops active in the Balkans. Instead of committing U. S. troops to peacekeeping missions, Bush rather let the European community lead the peacekeeping missions. Finally, Bush would make the military stronger but faster. He would allocate funds that would be spent on researching new weapon systems.

Instead of a bulkier military, Bush would rather like to see a lean and mean U. S. fighting machine. Gore and Bush do agree that the military in the new millennium has many challenges ahead. They both also agree that the military needs a better budget and a new outlook on the world. Gore and Bush have different views that will both change the face of the American military in profound ways.

I am leaning more toward Gore's positions but also like some of Bush's ideas. Gore's ideas on tax breaks interest me because of my family's situation. My mother is single mom that raised four kids with the help of dad's support checks. With Gore's tax ideas, my mom could be eligible for tax breaks. Education is by far one the most important issues to me because within ten years or so I plan on having a family. I believe that Gore's ideas on education are the best.

I do not think that the existing system of public schools can be simply ignored and left alone. I believe it is time for the federal government to take drastic steps in helping the States fix the problems. More funding and testing of teachers will in time make the public school system more appealing and effective. Bush's ideas of government vouchers, though appealing, have many loopholes such as "who gets left out?" Bush does not say that everyone will be eligible for government vouchers, instead he just says that people will have a choice. Bush's ideas for federal vouchers are simply contradictions to his party's lines of small federal government and big state government. I just do not understand how the Republican party can endorse a program that would take public funds and give them to families to spend on private institutions.

I am very environmentally friendly and the topic of drilling for more oil in the Arctic is just plain out wrong to me. I agree that new drilling needs to be done, but I also believe that newer and more efficient fuels need to be discovered. Gore's objection to drilling in the Arctic is right and Bush's idea of drilling in that region is wrong. I have never really thought of prescription drugs to the sense where Bush and Gore are.

But, I believe it is a problem. I believe that too many people are becoming very wealthy over the sick and changes need to be made in order for the U. S. to feel morally responsible.

I believe that Gore's idea of expanding Medicare is the proper solution because of the positive impact it would have to so many seniors. Though Bush's plan would give seniors more options, it would put more bureaucracy into the state system. Finally, the most important issue to me is the U. S.

military. This is where I become very scared of what the outcome of the election may hold. I believe that Bush is very wrong when it comes to dealing with the world. Bush is going to implement a national missile defense that would alienate NATO and disturb Russia. I understand Bush's need for a defense, but believe the cost is way too high. Bush also wants to pull out of peacekeeping missions, which I believe is very anti-humanitarian.

Gore's ideas on a strong peacekeeping force are very strong with me because of how the U. S. stands in the world. Gore wants to maintain the force we have now, which to me, is the way to go. Of course, the U. S.

needs to make changes such as budget increases to maintain its forces, but it's how Gore wants to use the forces that appeals to me. With the election around the corner, voters will have many choices to make. Gore and Bush offer many ideas and plans. Choices that could have profound effects and choices that could have almost no effect at all. My choice is clear, I will vote for Al Gore. Gore has some really good ideas about the military and education.
