I am a Navy Officer. I am working in Naval Research and Development Center Commandership as a supply (Logistics) Officer. I am not working for a profit making company. Our Organizations aim is to make researches for the Turkish Navy in defense technologies field.
My departments aim is to Supply any needs related with this aim for our organization. While this is so, we have a very important impact on our customers. (Customers mean our personnel working in R&D facilities) This importance is due to speed of technological improvements. Departments in charge of Defense Technologies have no time to wait for their needs to be supplied. A lately supplied needs mostly loose their importance for our customers so we have very limited time begining from the statement that need is determined till to purchase. And this makes our departments impact on the organization more and more important than the others. From our customers perspective, time is an inevitable fact that we can not ignore.
Time is very important for them. But from Suppliers perspective the standards of needs (Specifications) to be determined and sufficient time for procurement is vital. The rules of procurement in office of the Navy is different from commercial companies. There are very strict rules that enables you to purchase the need you exactly want. This rule is 2886 D... K (Government Procurement Law).
It had been more than fifty years since that law is established. Beyond this, it is far away from the changes in the world. But for us there is no way to purchase anything without this law. We are forced to supply our needs under the circumstances of this law and this differs us from commercial companies. There is a flowchart attached to this paper that tells procurement phases in our department related with the law. One of the other facts that happens is the delay of procurement.
There are two factors for this delay. One of them is related with the Procurement Law that we can not avoid, the other one is related with our organization. To eliminate these delays in procurement we should determine the time schedule of our departments facilities in the begining of the year to our personnel. Also we should give a brief explanation of the Procurement Law in order to make their minds clear. In this way it will be more easier for our department to tell the problems that we face in procurement process.
To determine the problems is not a solution but these problems must be solved by the government by renewing the law of Procurement. To me it is the half of the solution to determine the problems either. If we learn the problems we will face in the future we can regulate and schedule our facilities according to these probable problems. Another step is to determine the minimum and the maximum time needed for a procurer from the time that a need occurs to our customers in order to avoid a delay in research programme. We have no ways in our organization to reinforce the message look at things from customers perspective. Because as I wrote down above I am not working for a profit making / commercial company and we do not have real customers.
But this does not mean that we are not running a customer-focused process. My department is trying to supply every need as soon as possible. The word as soon as is not a standard that we can discuss over. as soon as is the time limit we can purchase a good under the conditions of Procurement Law in the shortest time. To Reinforce the message, I am, as the manager, emphasizing the importance of research and development facilities in The Navy to my department (Procurement Department) in order to avoid any delays that may be caused by my personnel. These speeches make them to take care of their jobs better and more careful than usual.
If I do not reinforce the message day in and out, First my departments personnel attitudes will change towards me and the customers. Because I am the manager and I must set up a good example for them. It is one thing to propose another thing to execute. Execution of what you proclaim is very important. Your Authority will be in danger. And If I were ina commercial company probably we will loose our customers too.
To eliminate the defects in procurement process Navy is now working on CALS (Continuous Acquisition Life Cycle Support). Briefly to tell, It is a Department of Defense initiative to dramatically improve weapon system acquisition and life cycle support processes through accelerated creation and application of digital product dta and technical information.
