How did he contribute to the Miracle in Philadelphia? This prosperous delegate from South Carolina took the floor early and showed how important his state would be. Backed up by his fellow delegates, he displayed determination infighting for a government which would help South Carolina.

Pinckney wanted higher representation for the southern states so that plantation owners could continue to maintain the society that was important to them. Slavery was an issue of great significance to him. His speeches and questions helped shape the government then and now. Charles Cotesworth Pinckney was an influential delegate at the Constitutional Convention of 1787. The first subjects of debate at the convention were of the Articles of Confederation.

Many delegates came with the intention to revise and improve them, but Virginia proposed a new form of government, one that would unify the states, based on principles different from those of the Articles of Confederation. Mr. Charles Cotesworth Pinckney doubted whether the delegates were permitted to discuss a form of government different from that of the Articles of Confederation. The South Carolinians feared a government which may injure their society.

They warned that they could strengthen a new government, if it were not a threat to their society. (Mee Jr. pg. 97) General Pinckney recognized the weakness of the old Articles. Because they did not do what they were established to do, Pinckney agreed thatthe Articles of Confederation should be replaced. Wagner Handout) When a vote was taken for the Articles of Confederation to be abolished, it passed. The delegates now had to revise the government system proposed by Virginia. Three branches of government were under the Virginia Plan. The Legislative Branch would consist of two houses, the lower House of Delegates and the upper Senate. The Executive Branch would be headed bone person, the president.

The last branch was the Judiciary Branch, witha Supreme Court and as many courts beneath it as Congress thought necessary. The first issue to be resolved was how many representatives each state would receive. Finally the delegates compromised, agreeing that the number of representatives in the House would be based on representation and every state would have one vote (changed to two votes later) in the Senate. The southern states naturally wanted to include their slaves in the count. The Northern states believed that slavery was immoral and refused to count the slaves in the census. Slavery was a heated issue throughout the convention. The southern needed it to thrive. The Northern states did not want a government with slaves. Several delegates suggested that the slaves may be counted as three-fifths of a person.

South Carolina disagreed. Pinckney and the other delegates insisted that their blacks be included equally in the census. (Madison. 268) Northern delegates argued that the slaves of the South were property. As the Southern states pushed to have the slaves counted, they realized that if the slaves were property then they should not count them any moreton other products. Mr. James Wilson of Pennsylvania proposed that taxes should calculate representation.

Charles Cotesworth Pinckney agreed. Head that the South would be willing to pay higher taxes to receive more representation. Then he included that they should specifically write slaves in the Constitution so the Legislature would not eliminate them in a representation formula. This angered Wilson. South Carolina and Georgia clearly could not do without slaves. They argued that slavery was the best interest of the union. It brought in large profits. South Carolina could not and would not stop the slave trade. Mr. Cotesworth Pinckney argued South Carolina can never receive the plan if it prohibits the slave trade.

South Carolina and Georgia cannot do without their slaves. As to Virginia, she will gain by stopping the slave trade. Her slaves will rise in value, and she has more than she wants already. He motioned that the date of slave importation to be changed from 1800 to 1808.

This would allow them twenty years to reestablish their way online. Mr. Madison, the unofficial secretary of the convention, opposed the motion, but it passed. The slaves were there to stay. (Mee Jr. 25254) Mr.

He thought it impractical to have the people vote for the representatives. The citizens were scattered in many states, gathering them for an election would be difficult. It would be useless to have the people, who were often poorly educated, vote for the representatives of the states.

He did not see much difference in a mediate election from an immediate one. To eliminate a representative staying tooling in the capital, the terms of representatives should not be very long. The representatives in the House should serve two year terms and the representatives in the Senate should serve four year terms. The representatives could serve more than one term. (Madison pg. 78) Mr. Charles Cotesworth Pinckney had very decided views concerning the executive branch. He believed it best to have one executive who would have the power over all matters concerning war.

He wanted the president to have the power to declare war, make treaties, and command troops. With one person in charge of these things they would run smoother. Mr. Cotesworth Pinckney was a general in the Revolutionary War.

His nickname The General came from this experience. His training and experiences in the war most likely influenced him. His expertise in this field influenced other delegates. (Mr. Wagner Handout) Mr. Cotesworth Pinckney believed that electing the president would be bestow the national legislature. He did not trust the judgment of the people and thought of them as ignorant.

He also believed that the most populous states could join to carry every election. Mr. Pinckney also disagreed with the electoral system of electing an executive, which gave power tothe states. He believed that the State Senate would have too much influence on the election.

He did not want a person or a group of people be in control of the powerful executive branch for too long. Therefore he thought that not receiving a salary would be best for the president. Congress could create any other inferior courts. He thought that the Senate should choose the Supreme Judge. Mr. Charles Cotesworth Pinckney believed thatthe judge should serve an eight-year term.

They could serve more than one term. To get the best judge possible, Charles Cotesworth Pinckneybelieved that the Judge should receive a large salary. This salary shouldnt change. This issue was the issue of Military Force. Mr.

Gerry of Massachusetts proposed that two to three thousand troops should kept during peaceful times. General Pinckney questioned Mr. Gerry if they would raise no troops until an attack. Mr. Dayton from New Jersey supported Pinckney saying that they must make war preparations during theme of peace.

The delegates were worried that a powerful army would overthrow the government, so they decided to limit the money that the military would receive. General Pinckney believed that the army should have uniformity. He believed that having part of the army controlled bythe general government and part to be controlled by the states would bad. He thought that the general government should control all of the military. It was decided that money for the cause of raising and supporting troops would not continue for more than two years. He earnestly supported the three branch government. He believed it would be beneficial to South Carolina and the other states in the union. The issue that bothered him, slavery, was discussed and agreed upon. By the end of the convention Charles Cotesworth felt he could eagerly support and promote the Constitution.
