That is, if company deploys a progressive management style. In this case, the professional personnel requirements will guarantee companys commercial efficiency. Yet, these requirements can only remain as a decisive factor in companys hiring policies, if they are based on the principle of continuous improvement of employees educational level.

Therefore, the most important career development activity is investing in continuing education. The more person knows the more he is valuable as employee. Many companies had recognized the importance of this practice and often as much as 20 % - 30 % of their spending consist of expenses on improving the quality of their personnel. This includes, setting up professional courses on site and also sending employees to attend lectures at college or university, at companys expense. Investing in education will also benefit company by reducing its employees turnover ratio, which is very important if company wants to remain competitive on todays dynamic market. Also, providing medical or dental plans to the workers will cause them to strongly associate their future with this particular company. Workers need to feel that organization or company really cares about their well-being. A corporate culture comes as very powerful tool, in this respect.

In return for workers loyalty and commitment, company has to guarantee them an employment, for as long as theyre willing to learn how to be more productive. Thus, both workers and employers will benefit from this fact. Sometimes, even some purely psychological techniques can be used to win employees loyalty, such as sending them Christmas cards. The third career development activity is deployment of progressive promotion strategies. Workers need to be encouraged to work on raising their professional level, as this will automatically lead them towards promotion. For this, their professional appraisal has to be conducted on regular basis.

There are two ways of such employees appraisals that are being used now formal and informal ones. I personally think that the informal appraisal methods are more useful. Recent social studies show that personnel efficiency also depends of what kind of working environment is established in every particular company. Nevertheless, formal appraisals might come in handy in situations when companys workers are not required to work as a team. But even then, the appraisal will have to be totally deprived of any irrational questions, when all that matters is quality of employees performance. Under no circumstances members of personnel can have doubts that the rate of their promotion depends on any other factors, except the professional ones.

To conclude this, well have to recognize that providing career opportunities to the employees is crucial for every company and organization. Not that it only guarantees the lowering of employees turnover rate, but it also makes personnel members more productive, without having to apply an administrative methods to accomplish this. In my opinion, Western companies have a great deal of learning to do, about how to provide its employees with career making opportunities, from Japanese.
