The glory of the nation? It is known for sure that the future of any nation depends on its future generations. For a long time each nation has shown happy faces of its children in films and media. And only recently the abuse of children has been regarded as a great problem and shame of a nation.

But, unfortunately, only in some countries and for some cultures. The problem has been regarded as a major social and personal problem. It goes without saying that the nation is as strong and great as its future generation, its children. There are a lot of positive and negative examples in history. Lets only remember Nazi attitude towards German children. A great attention was paid on the process of up-bringing next generation in Nazi spirit.

In Russia Bolsheviks killed all the Romanov's even the youngest ones because they were sure that a dynasty without children had no future. So, children are our future. And a society should take care of them first of all. But, according to the last data, our next generation has been suffering greatly from abuse and now it is not so happy and healthy as it is thought to be. Most of all statistics on child abuse is controversial because the very idea of "child abuse" is controversial. (Jim Hopper) It is known that from year to year |it| discovered the number of births, deaths, and marriages. (Best, 11) But During the nineteenth century statistics became an authoritative way to describe social problems. (Best, 13) Official governmental documents base their studies on laws, giving the definition to child abuse. In contrast, independent researchers can use different definitions because they have different purposes than government agencies, like understanding the different effects of mild and extreme emotional, physical, and / or sexual abuse. (Jim Hopper) Independent researchers place social factors first.

Thats why, statistics on rates of child abuse and neglect is controversial. Most of all "[T]he answers that [researchers] receive (and newspapers report) greatly depend on precisely what the [researchers] ask and how they ask it. (Murray, 98). It is evident that a lot of abused or neglected children are afraid of government authorities, especially if they may have no physical signs of harm. (Jim Hopper) They may feel shame. Thats why as a rule government statistics are based on cases that were (a) reported to social service agencies, (b) investigated by child protection workers, and (c) had sufficient evidence to determine that a legal definition of "abuse" or "neglect" was met. That is for sure that not all cases can be counted by the researchers.

But in spite of this according to the Journal of Marriage and the Family each year's 'official statistics' on child abuse tops the previous year's figures. (Journal of Marriage and the Family, 466) For a long time any society has existed using the motto that the strongest rule the world. Thats why throughout human history children have been abused (Jim Hopper) But nowadays people are used to take decisions based on common sense and humanity. People create legal definitions and government agencies that can remove children from their homes, and to conduct thousands of historical and cultural research studies on the effects of abuse. (Jim Hopper) According to Child and Adolescent Social Work Journal: Child abuse is the physical or psychological maltreatment of a child by an adult, often synonymous with the term child maltreatment or the term child abuse and neglect. (Becker-Weidman) From the statistics published in the Journal a lot of children were maltreated by their birth parents, almost 78 %. Birth parents were the most closely related perpetrators for 72 % of physically abused children and 81 % of emotionally abused children. Of the children who were abused by their birth parents the majority (75 %) was abused by their mothers and a sizable minority (46 %) was abused by their father. (Becker-Weidman) As to the sexually abused children most of them were abused by other persons. As a rule, a mother is the main caretakers in the majority of families.

Thats why mothers are blamed for children being neglected (87 %). Unstable situations in the modern world (political, economic etc. ) influence greatly modern families. They result family stress. Circumstances such as poverty, divorce, sickness, disability - sometimes take their toll in child maltreatment. (Becker-Weidman) Most of all children are mostly abused or neglected in families where parents abuse to alcohol or drugs. Families with single parents more often regarded as families where children are physically abuse or neglected. In such families: a 77 -percent greater risk of being harmed by physical abuse, an 87 -percent greater risk of being harmed by physical neglect, a 74 -percent greater risk of being harmed by emotional neglect, a 220 -percent (or more than three times) greater risk of being educationally neglected, a 120 -percent greater (more than two times) greater risk of being endangered by some type of child abuse or neglect. (Becker-Weidman) Most of all families with low incomes suffer different forms of child abuse than children from families with high incomes.

And the last that should be pointed that children under age 12 are at highest risk. Having examined all the data, it is easy to come to conclusion that a society influences well-being of a family; and a family influences the life of its children. So, all bad changes in a society influence its next generation. Most of all it should be pointed that these factors are common for all nations and nationalities.

But it is evident that cultural, historical and economic development of a country should be carefully examined and taken into account. Because for many children international acts guaranteeing the rights of children are mere words on a piece of paper. (Edwards) It is known that in developed countries there are series of government programs for preventing violence against children. To the contrary, in developing countries the problem becomes worse from year to year. It goes without saying that there are a lot of factors that result child abuse or neglect. They are the root of the problem.

And it is known that the best way to cure is to analyze the reasons of any accidents. Lets take, for example, three different countries, with different culture, economy and religion: the USA, Russia and Palestine. The United States is considered to be a country of great opportunity. For centuries people from different countries came there seeking for rich and happy life.

In the 20 s there was a time of Great Depression. It was a time of great economic recession. During that period people had been looking for the American Dream. The main problem of the time was wealth.

Children and their up-bringing were neglected. The society decided to give more freedom to its next generation. But unfortunately, parents thought a lot of wealth then of their children. It had negative after-effects. Later the government took some measures to improve the situation. Nowadays, America is one of the nations that take care of their children.

But in spite of this it is on the first place because nowadays there is another form of child abuse (children porno through Internet). Nearly 2, 500 US sites containing illegal images. (BBC News) The Internet Watch Foundation (IWF) says that the reason why the US hosted the majority of illegal content was because the country has the most |Internet Service Providers| ISPs and the most web traffic in the world. (BBC News) It is known that nearly 2, 500 |reports with images of child abuse| were traced to the US and more than 730 to Russia. Most of all the website "hopped" between the US and Russia every couple of days making it difficult to trace and shut down. (BBC News) According to the data of The Internet Watch Foundation reports with child abuse content make in USA: 51. 1 %; Russia: 14 / 9 %; Japan: 11. 7 %; Spain: 8. 8 %; Thailand: 3. 6 %; South Korea: 2. 16 %; UK: 0. 2 %; Other: 7. 5 %. (7) Though the numbers are shocking, but it should be said that the USA is a well-developing democratic country; and it runs a lot of national, regional, and local programs to decide the problem. Chief executive of the IWF, Peter Robbins, said that: "The increase in processed could be attributed to a number of factors, including public intolerance of child abuse content online combined with increased awareness of our role in combating it. " (BBC News) In April it was proposed to change the law including new laws that would require (ISPs) to report. (BBC News) Quite different situation is in Russia. It is a great country with long history. From early times physical punishment is considered to be the norm in Russia.

According to the treatment of the Bible by the Orthodox Church, children should obey their parents and should be physically punished when disobeyed. But for a long time during the period of the Soviet Union children have been treated with dignity. Almost 70 years the society took care of its future. All children were educated. There were no homeless children.

The whole system of measures has been created with the purpose to bring up educated, humane and healthy generation. Though there were some problems but the cooperation in efforts made by the society, government and parents had a lot of positive sides. After the falling of the Soviet Union there were a lot of problems: economic, cultural etc. in front of new independent states. Russia, as a rather dynamic society, had not been completely structured. All age groups were faced with a lot of problems such as employment, worsening conditions of families, obliteration of their educational functions, growing housing problems, increasing youth crime rate (20 - 25 % annual increment), crisis of cultural and moral values, lowering public activity. (Digest) The most problems were caused by economic hardship.

And it led to the crisis of consciousness and cultural and moral values. Though people in modern Russia have become more pragmatic and actively independent; they show less cultural demands and take a simpler approach to cultural and moral dictates. There was a crisis in terms of ideals, and a loss in terms of general human values. Nowadays, in St Petersburg, there have been conducted a study with 100 parents about the approach of families in Russia towards implementing physical punishment. (Shor, Ron 1) According to the results of the study: A majority of the participants indicated that it was legitimate to use some measure of physical punishment. A majority of the participants expressed disapproval for state intervention in the way parents handle inappropriate behavior of children unless the situation was extreme.

They also indicated a medium-to-low level of willingness to seek help from formal sources if their child has a problem. (Shor, Ron 1) It is evident that the problem of child abuse and neglect should be taken into account in Russia. But nowadays a major part of adults do not realize the size and importance of the problem. But officials do. In 1996 Russia took part in meetings against child abuse and became the member of the movement for protecting children. The next country to be examined is Palestine.

It is a Muslim country; and it lives according to the laws of Koran. The process of up-bringing in the country is primarily based on the dogmas of the religion. For people of Palestine, Palestinian society is considered to be both authoritative and omnipresent. The generation of Palestinian children that has been raised in a popular culture that celebrates hate, killing and death will have a difficult time accepting any plan for peace with Israel. (Weiner) It is known that children, like females, are often taken to carry out missions of death. Parents ask God to choose their children to die in the war.

The father of a 13 year-old says, "I pray that God will choose him" to become a Shahid. Why do they act so? Who told them that the violence would help Muslims to solve personal, family, or political problems? From the early childhood a child has become subordinate to the aspirations of militant Islam and militant nationalism. (Weiner) It is necessary to point that, as a rule, children do not understand rather well their mission; but as a rule they have no alternatives.

A newspaper Foreign Affairs wrote in December 2000 that: . easily manipulated children are being programmed to undertake the objectives of their fundamentalist controllers. These children are being coerced into carrying out jihad missions through various means including kidnapping, threats to their lives and the lives of their family members, and most commonly, being brainwashed into believing that jihad is a spiritual fulfillment to God. (Stern) But it seems to me that nothing is worth childs tears. Once Gola Meir said: There will be no peace until they |Muslims| love their children more than they hate us.

Child abuse is a great sin. And adults should remember that children who were physically or psychologically neglected, or abused, will have severe psychiatric problems depressive, anxiety, and acting-out symptoms in future. But they are the future of a nation. Bibliography: Becker-Weidman, A. , & Shell, D. , (2005). Creating Capacity For Attachment, Wood 'N' Barnes, 2005. Becker-Weidman, A. , (2006).
