Biopreparedness The safety of Everytown cannot be provided by the technical means alone. It is important to understand that the threat of terrorism arises from the fact that American foreign policy is not properly adjusted to the realities of nowadays. Therefore, we can only talk of reducing the threat of terrorism in Everytown, rather than having it completely eliminated. My approach to the problem takes this fact into consideration and can be characterized by having emphasis put on maintaining the social infrastructure being able to function normally, in case of terrorist attack. As the biopreparednesses consultant to the city of Everytown, I would suggest the following measures to be taken, in order to insure the safety of its inhabitants: 1.
First of all, the 50. 000 first responders need to be vaccinated and issued a protective equipment, that is: walkie-talkies and gas masks. The cost of this procedure will be 2. 5 $ million. 2. Also, it is important to get all of the Everytown residents vaccinated, as it will significantly reduce the effects of biological attack. The cost of Smallpox vaccination for all of the Everytown residents will come up to 39 $ million.
Also, it would be a good idea if Everytown residents got vaccinated against Anthrax. But, in my opinion, the threat of people being exposed to this biological agent is minimal, therefore, the vaccination can only be provided on voluntary basis. 3. The remaining 18. 5 $ million will be spent on improving the hospital facilities, such as increasing numbers of beds and also buying a medical equipment, which can be used in the case of epidemic outbreak. It is well known that it is better to prevent the problem than having to deal with it, after it takes place in reality. But it is also important to understand that no matter how much money is spent, there can be no absolute guarantee that the residents of Everytown will be fully protected against bio terrorism. But for as long as Everytown infrastructure remains intact, it should prove relatively easy for the people to return to their normal lives.
