Comparing Health Care System of Canada and USA The main task of this paper is to compare Canadian and USA health care systems. Both of them can be examined through such perspectives as: privatization of health care, user fees, insurance system, two tiered health care system. Having the whole spectrum of both systems will help to make main distinctions between the two of them but for better elucidation of comparison I prefer to choose just one of them. Using the example of USA health care I want to show in what way exactly differs USA a Canadian healthcare system. Why I chose USA? Its simple.

Because USA is nearest Canada neighbor and in early 1960 s both systems were very similar. But now they are nearly opposite. In both countries government take an active position in managing health care systems. Both Canadian and USA citizens seems to be satisfied with what they have. Americans are more enthusiastic about their free-market health-care system than Canadians are about their publicly funded Medicare system, but Canadians' care needs are actually better met than those of their U. S.

Malcolm Gladwell states Americans love their personal care and hate their system. Canadians hate their personal care, love their system. That, to me, speaks volumes about the differences between the two systems. The American system is one of those systems that look horrible from the outside, but to those who actually participate in it, they begin to appreciate what is specific and wonderful about the system. And what is so wonderful in private US health care system that can be adopted? Its flexibility and high innovation and development level. Due to the great amount of specific private demands, due to the ability to do everything that is possible to achieve necessary result US health care system is constantly developing. Doctors and scientist seeks for new ways of treatment. I cannot say that Canadian system is not developing at all, but it is very slow and somewhat awkward. The reason is absence of medical treatment market.

In US that doctor has good salary whose treatment is most effective. And this factor of competitive struggle is a major motive force for development. According to Malcolm Gladwell I would like to say as my closing comment that what impresses me most about health care is the extent to which more is going to change around in medicine and health care in the next 15 years than changed in the last hundred. I think, for example, the hospital as we know it is dead. I think that drugs become infinitely more important in the next 10 years than they " ve been previously. All kinds of diseases are going to be transferred from the surgeon to the pharmacist.

What I'm most concerned about is what kind of health-care system are the most flexible, the most willing to deal with these changes, the quickest to adapt to them, the most innovative. To me, it's an open and shut case that single-payer systems are extremely inflexible. That is a great cost. The Canadian system has been very slow even to catch up with the change in the last 20 years. And I worry that if we were to move in this country towards piecemeal social engineering we would in some way compromise the system's flexibility at a time when, to me, the most important thing in the next 15 years is going to be flexibility. (Health Care Forum, 2000) I think that implementing partial privatization in Canadian health care system would be positive because it would create a market of medical treatment, which in turn would speed up the development of Canadian health care system. Partial privatization wouldnt influence on the insurance fro disabled, elderly and poor people because this segment of health care system would be untouchable for privatization.

Malcolm Gladwell The American system shifts costs from businesses and families on to the health-care system. The Canadian system does the opposite. The Canadian system says, let's give this woman a traditional hysterectomy, which will cost far less, but she's going to be on her back. She's going to be in the hospital for longer and she's going to go home and she's going to be useless for two weeks.

The Canadian system has no problem inconveniencing the family and fundamentally inconveniencing the employer. The American system says, no, we " re not going to inconvenience the family. We " re not going to inconvenience the employer, but I am going to pay more on the health-care side. That trade-off is extremely typical of the American system.

In the case of partial privatization this woman would be able to choose what she want free treatment and to be useless for two weeks or to pay for treatment and go home.
