... e out, and they were invited to help against Iraq. It was during this Gulf War, that another event took place that by his own admittance soured Osama Bin Laden towards the Americans. This was when he offered his military support to the war, but was turned down by his own country, in favor of American troops entering his homeland. This was seen as a betrayal, and it is more likely that it was the insult, rather that a belief in American occupation of is country that brought about this hatred of them, whatever his official stance may be. This incident has earned the Americans the hatred of Iraq certainly, and of a vast number of extreme groups in the East, and stirred up feelings, which certainly would not have grown to their current extent, had the Americans remained neutral in this conflict.

This would suggest that the Americans should perhaps not have intervened in these conflicts, but then what of Kuwait? Could the UN remain a champion of the causes of right, if it allowed countries like Kuwait or Iran to be encroached by aggressive powers such as Iraq? The answer is probably no, despite the huge amounts of aid which it has given to such areas. The difference is that when aid workers are sent into areas such as this, their ability to help is limited, when wars, civil or otherwise may continue to rage on, and often peace-keeping troops or at least basic defenses are a vital part of making aid missions in volatile theatres of war possible. To the local people, often there is very little difference in their eyes between protection and occupation, creating a perfect climate for religious contention, and political volatility, which when exploited by a religious, military or political hero figure is perfect for rousing a large following to extreme action.

This is all the easier, when the military presence is one of a vastly superior, richer more affluent nation. Especially one which has attained this position as the most powerful nation in the world, by following a philosophy, in direct contrast to those by which all you know has been built for hundreds of years. In a statement given by Mohammed Mulla Omar now prime suspect for the bombings along with his superior Bin Laden he said "If America wants terrorism to end, it should withdraw its forces from the Gulf and end its partisanship in Palestine. " This would undoubtedly be seen as a sign of weakness, and as allowing mass-murder to go unpunished, but it sheds a whole new light on the apportioning of blame. It is known from military build-up on the Afghanistan border, that America has military installations there, we also know that the SAS has been training troops there.

It can be concluded then, that the military presence in the Middle East, as well as their interference in the Gulf war has led to conflict and unrest there, and is at least partly responsible for the resentment felt towards them, and for this attack against them. However, it must be asked ethically, whether the US or any power capable, should hold back aid, military or humanitarian, when it could mean the prevention of bloodshed. In previous years aid has been offered and help given when called for, now however, with the United States innocents paying the price in blood for lives saved, foreign policy must be called into question. When their intervention means causing strife and civil unrest in areas where their sphere of influence grows weak, and they are often unwelcome, the wisdom of action is questionable. Their actions in defense of Kuwait in the Gulf War were admirable, but now the time has come to withdraw their troops and their influence from this area. The affairs of other countries outside of the UN should not be interfered in, unless there is a prior agreement, the ethics must be disregarded in place of practical reasoning, blood of the innocents represented by an overtly military government should not be put at risk.

The US by meddling in the affairs of a volatile region, created an atmosphere of tension which resulted in the deaths of innocent civilians, entirely unrelated from the conflict. Nevertheless, however many lives the Americans may have taken in combat, there is no excusing a strike against civilians, during peacetime. However guilty the Americans may have been through lax security, to foolhardiness with regards to foreign powers affairs, nothing can make them deserving of the destruction caused to New York. Neither can what the Twin Towers represented, of capitalism and globalization of make the World Trade Centre worthy target.

The capitalist system, and the economics by which America lives is irrelevant, whatever grievances third parties may have against the system, America and the West are blameless in living by this system, their free choice can be exercised however they wish. Their only crimes can be in those which directly affect the lives and societies of Afghanistan and like countries. Since America has a stranglehold over the world economy and can at will severely hinder a countries economy, other countries may find America at fault by continuing this situation of strength and superiority. However, the global economy is influenced by all economies, Americas position of strength is not unethical, and Afghanistan and any other country with grievances, cannot hold America to account over the control they possess over world affairs.

In this America is blameless. In conclusion it can be said, that America is responsible, that being, it could have prevented the feelings against itself, had it remained neutral in the affairs of the Middle Eastern Islamic countries. With hindsight, it can be said that it was unwise, yet ethically correct to intervene in the foreign affairs of these countries. If it removed its military presence and attempts to establish a sphere of influence in these areas the situation may have been defused.

Yet, in the case of extreme fundamentalists it is doubtful that America could have prevented the anti-American feelings against them. The regimes of Osama Bin Laden and of Saddam Hussein in Iraq, are military based, and to maintain a military government with popular support, it is necessary to create an enemy to fight, this is effective in creating loyalty and channeling manpower and force. Just since the threat of American military action, over 3000 Pakistanis have pledged support for the Taliban. America and the west make a convenient foe, one which is far removed from the area, and one whose power makes them extremely unpopular and an easy target for fear, especially with their radically different culture. For military heroes such as Bin Laden and Saddam Hussein, the military giant of America is the perfect focus for a society full of zealots willing to lay down their lives in pursuit of the enemies of their faith, and who would unthinkingly offer their services to one who would defend their homeland, one such as Bin Laden. In the face of such extremism, it is doubtful, that however carefully America treads around their foreign affairs, and however diligently they attend to missions of foreign aid, that they would be able to defuse the volatile mixture of emotions, which is channeled by those with absolute faith against them.
