Herbert Hoover, the 31 st president of the United States was elected in 1928. He fulfilled, in varying degrees, all of the following roles during his presidency: Chief Administrator, Chief Diplomat, Commander in Chief, and Party Chief. Although he was stronger in fulfilling some of these roles than others, he did his best to complete the requirements of the various jobs. President Herbert Hoover fulfilled the role of Chief Administrator during his presidency by executing various changes for the American people.

To assist all poor people, he proposed reducing taxes for low-income Americans. Also, he called for fifty-dollars-monthly pensions for all of the people over the age of 65. Then, after the Great Depression had begun Hoover requested that Congress cut taxes to ease the burden on the average tax payer and to double the amount of spending on dams, highways and other types of state projects. He requested all these things to try and provide jobs for the unemployed workers. At first, according to Hoover, the plan seemed to be working, although in the end, the proposals did not ease the Depression as Hoover had hoped. At least he did try to administer to the peoples needs.

Hoover met with foreign leaders in his office to talk to them about Americas declining condition after he put a tariff on imported goods. He expressed all his feelings and told them that they were responsible for making the US economy worsen. He called some of the foreign leaders cheap politicians and selfish men. But since nothing could be changed with the tariff Hoover tried to discuss other issues with the leaders. Most important, the president hoped to gain Great Britains support for a treaty to set limits on the size of the navies on the worlds major powers. They also discussed Japans growing power in the Pacific.

This meeting with foreign leaders shows Herbert Hoover fulfilling the Chief Diplomat role. There are several other examples of Herbert Hoover displaying the role of Chief Diplomat. For instance, Peace, Hoover said was the basis of foreign policy. Although Hoover did not like joining the League of Nations, he cooperated with it, urged American adherence to the World Court, and supported disarmament. The naval treaty of April 22, 1930, signed at the London Navel Conference of 1930, was the outstanding achievement of his administration in this field (foreign policy). It placed limits on the number of small naval vessels each nation might construct as well as on battleships and cruisers.

Commander in Chief commands the armed forces. During Hoovers term there was not much military action going on but there are a few examples of Hoover taking a small role as Commander in Chief. Right after the election, Hoover and his Wife (Lou) took a 7 week tour of Central and South America. The relationship with Latin America and the U. S.

was not good. For about 30 years, the United States had been involved in the affairs of Central America and the Caribbean. President Theodore Roosevelt had helped a revolution in Panama so that the United States could get permission to build the Panama Canal. In 1928, while Herbert was touring, the United States Marines were in Haiti and Nicaragua, protecting leaders in nations friendly to America against revolts by their own people. Many of the Latin Americans were fed up with the United States always being in their business.

So Herbert Hoover pledged that he would have troops removed and the United States would be a good neighbor. So, Hoover made the Latin American Policy, where he reserved the interventionist policies of his predecessors and laid the foundation for the later Good Neighbor Policy. This was something done very well by Herbert Hoover and thanks to him we are on good terms with Latin America today. Also, on the morning of July 28 th, 1930, forty protestors tried to reclaim an evacuated building in downtown Washington D. C. that was scheduled for demolition.

The citys police chief, Pallham Glassford, sympathetic to the marchers, was knocked down by a brick. Glassfords assistant suffered a fractured skull. Two marchers were killed when two policemen fired their guns. At this point the District of Columbia government asked federal troops to preserve order.

Hoover, reluctantly agreed, but only after limiting Major General Douglas Mac Arthurs authority and telling McAruthur that his troops were to be unarmed. When Herbert Hoover was picked to run for President in 1928 he automatically became the Chief of the Republican Party, but he would not remain its chief throughout his presidency... But just a year later the stock market plunged starting the Great Depression. When the Great Depression hit, President Hoover parted ways with those leaders of the Republican Party including the Secretary of the Treasury Andrew Mellon, who believed that there was nothing for the government to do but wait for the next phase in the business cycle. Instead, Hoover took immediate action.

He called business leaders to the White House and urged them not to lay off workers or cut wages. In 1931 he backed creation of the Reconstruction Finance Corporation (RFC est. 1932) which was a large scale lending institution intended to help banks and industries and thereby promote a general recovery. So in conclusion, although Hoover was elected on a Republican platform, the circumstances of that time in history and his innate stubbornness caused him to depart from his Republican associates, which contributed to his loss in the next election.
