Throughout the 1920 s, the United States experienced a number of changes. From the granting of womens suffrage in 1919 to the stock market crash of 1929, the twenties were a time for change. Some changes were for good, such as the invention of the radio, the inexpensive automobile, and movies. Some changes, however, were for worse, such as the rise of the Ku Klux Klan and the coming about of a communist party in the United States.

But the United States felt one of the most negative impacts from something known as Prohibition. Prohibition, which was made law by the eighteenth amendment to the constitution, made the creation, transportation, sale, and consumption of alcohol illegal, with exception of the alcohol used for religious and medical purposes. Prohibition had a negative impact on the United States because of the resulting organized crime, the resulting corruption of police, federal agents, and other government officials, and the lack of enforcement and organization required to enforce. Prohibition had a negative impact on the United States because of the resulting organized crime. When Prohibition was put into effect, it opened a new market for the illegal sale of alcohol. But before the illegal sale of alcohol could occur, it first had to be illegally created and illegally transported.

Who, you ask, created, transported, and sold these illegal beverages? The answer is criminals, but not just petty criminals, organized gangs- mobs. Many gangs got their start with bootlegging. They used moonshine stills to make the alcohol, and they sold it in speakeasies. Speakeasies were secretive, highly exclusive clubs where mostly the upper class would go to drink. Speakeasies could be found in the form of delicatessen stores, pool rooms, millinery shops, private parlors, drug stores, and 57 other varieties.

So, perhaps Prohibition eliminated the repulsive saloon, but it brought it brought it back in over 60 different forms of speakeasies. Most of the drinking that went on in speakeasies was very excessive and almost always to the point of drunkenness. These speakeasies had a negative impact on the U. S. because they provided a good place for meetings of political machines, but more importantly because they provided mobs with money.

Once mobs had gained enough money from bootlegging, they could spread into other illegal activities such as gambling, brothels, and extortion. The negative effect on the country from brothels was the spread of disease. Extortion had a negative effect on many people because they lost their money if they did pay the mobs, and many times their property was damaged severely (smashed up) if they did not pay the mobs. Furthermore, when multiple gangs were in an area, territory battles arose. These battles were often violent and destructive, and resulted in the loss of many innocent civilians or police officers lives.

A prim example of gang violence is in the St. Valentines Day massacre, in which seven members of a gang opposing Al Capones were shot to death in a Chicago garage. These gang rivalries were quite obviously negative for the U. S. because of their destructive and harmful tendencies, and also because they caused innocent citizens to live in fear.

Since these mobs got their start in bootlegging, which was a result of Prohibition, prohibition had a negative impact on the United States. Another thing mobs did was bribe police officers, prohibition agents, judges, and other government officials. This was negative because it allowed mobs to continue their illegal practices, thereby continuing the negative impact on the country of those practices. Prohibition had a negative impact on the United States as a whole because of the resulting corruption of police, federal agents, government officials, etc. Once prohibition went into effect, many government officials, just like many civilians, did not agree with the law. The officials disagreement with the law occasionally caused them to break the law.

Police and prohibition agents were often known to take home liquor from raids rather than pouring it out. One congressman was caught trying to smuggle a 30 -quart barrel of rum into the country after a cruise in the West Indies. Bootleggers were seen regularly in the halls government buildings. George Rates was taped bribing over 40 federal agents, police, judges, etc. in a hotel room one day, yet he was never prosecuted for it because those who would prosecute him had been bribed too. The result of the officials lawbreaking actions was that they were more likely to look the other way when they saw criminals violating Prohibition because they themselves had also violated the law.

When police looked the other way and criminals were allowed to continue their actions, mobs grew, and so did their crime, and therefore their negative effect on the United States. People on almost every level of government were accepting bribes from mobs. One negative result of the acceptance of bribes by government officials was that the law was not enforced and violators were not prosecuted. When violators were not prosecuted, in their minds they became more invincible, and they began to do more daring and worse crimes. The more crimes the mobs committed, the worse the impact on the United States. Another negative result of the acceptance of bribes by government officials was that mobs were not stopped and they continued to grow.

When mobs grew, they were able to make more money, and therefore able to bribe more people. The more people the mobs bribed, the less likely they were to get caught. The less likely mobs were to get caught, the more crime they committed. The more crime mobs committed, the worse the impact on the United States. Prohibition had a negative impact on the United States because of the lack of enforcement of the law and organization required to enforce. The National Prohibition Act was such that it required immediate obedience from the day it went into effect.

Therefore, there was almost no time for the proper selection of personnel to oversee and enforce prohibition. Some personnel who were selected were unqualified and unready for the task they faced. Soon they realized how difficult prohibition would be to enforce. The reason prohibition was difficult to enforce was because it required the assistance of law abiding citizens and institutions adamant about the enforcement of the law (churches, civic organizations, educational societies, etc. ), as well as cooperation among all Federal, state, county, and municipal departments and bureaus involved.

One problem with the previous was that the people generally disliked the law, and therefore often times were hostile toward the enforcing officials. The fact of the matter was that the greater the effort to enforce the law, the stronger the sentiment against it. Another problem was that those institutions that worked so hard to make prohibition into law, gave up on efforts to convince the public of the advantages of prohibition, and left it to the Federal Government to deal with. This abandonment of efforts by those organizations ultimately resulted in growth of the sentiment against the law, and therefore a more difficult law to enforce. The final problem with the means of enforcement of prohibition was that the cooperation between the multiple enforcing bodies was nonexistent.

The reason for this was because there rarely had ever been a law that required so much enforcement and involved so many departments. As a result of the general dislike of the law by citizens, the lack of push by supporting organizations for obedience of the law, and the lack of cooperation between government departments federal funds, otherwise known as taxpayers money, were drained. In fact, approximately $ 1, 000, 000, 000 in excise taxes went to the National Government as well as several state and county governments per year to fund prohibition enforcement. A further drain on resources was due to hasty and unlawful raids and arrests of bootleggers, etc. The raids and arrests resulted in the acquittal of the perpetrators because of disregard for the suspects constitutional rights in their apprehension. These unnecessary acquittals not only wasted the time prohibition agents spent seeking out these lawbreakers, but also used up tax money that went to providing lawyers for these people, and furthermore the perpetrators were put back into society to continue committing crimes.

This goes back to the short time provided for selection of agents and personnel in that if the selection of personnel had been better, the selected persons would have carried out the task of apprehending the criminals in a constitutional manner. In addition to poor selection of officials, unreasonable expectations, and lack of cooperation between departments, some police and agents simply did not enforce the law. In the case I am speaking of, the lack of enforcement was not a result of bribery or corruption; it was merely due to personal lack of agreement with the law, or society's general dislike for the law. Many police officers either did not agree with Prohibition or were outnumbered by a vast majority of people who disagreed with Prohibition, and therefore the officers tended to be somewhat hesitant in their pursuit of felonious bootleggers. Prohibition had a negative effect on the United States as a whole because it resulted in much organized crime, it resulted in corruption of government, and it lacked enforcement and the organization required to enforce such a law. First of all, Prohibition opened up a market for the illegal production and sale of alcohol.

From this business, mobs began to grow and spread their influence. This had a negative effect on the country because some civilians lost money, lives and security. Secondly, many Police officers violated Prohibition and consumed confiscated alcohol. This caused them to look the other way when others did the same, and therefore encouraged these lawbreaking others to spread their illegal activities into other fields, thus resulting in a negative impact on the U.

S. Finally, prohibition was poorly designed and expected too much, and the result was that tax dollars were wasted. In conclusion, the 1920 s were a wonderful time for change, but some changes were not as good as anticipated.
