Gun control is an issue that has been used in electoral campaigns for decades, but in the last 20 years, has become a very heated debate. I chose the topic of gun control honestly, because I am interested in the money that is involved. I know money has to be in the middle of all of the controversy. How else can one explain the easy accessibility to guns and the limited legislation to prevent the sale of guns?

I feel it is important to cover all of the aspects of the issue of gun control, from the history, to the effects of gun control, to the effects on families. The definition of gun control is self-explanatory, but the actual measures that should be taken to control the sale and use of guns are the issue at hand. Gun control laws were passed forbidding the sale of firearms to Native Americans, ignoring the Second Amendment. These laws were often passed when the government reacted to a hysterical public demanding action after reading gruesome newspaper accounts of atrocities allegedly committed by rouge bands of Indians.

Native tribes were forced to trade with smugglers and criminals who demanded outrageous prices for old and new barely functioning firearms. Tribe members took to raiding white settlements in efforts to obtain firearms to protect themselves from a government and a white citizenry bent on genocide. (Masters, 1999). After the civil war, the white people in the South (and in many cases in the North) passed several different gun control laws designed to keep firearms out of the hands of the recently freed African Americans. Klan type raids on African American communities were frequent and the brave white knights of the order just could not tolerate the thought of anyone resisting a lynching. (Masters, 1999).

In the mid 1970 s, the Federal government was trying to was trying to implement different gun control measures as a result of a series of mass by a lone gunmen. Charles Whitman had killed 18 people, chiefly using a hunting rifle, and wounded 30 people in Austin, Texas. Jimmy Essex killed 10 people and wounded 17 people in New Orleans. At the same time, a man named Carlos Garcia received a lone from the Federal governments Small Business Administration to start a retail firearm business. He quickly expanded into manufacturing the TEC- 9 pistol, which is on the list of the ATFs most often investigated firearm. (Masters, 1999).

There have been a number of cases pertaining to the issue of gun control. One of the most noted cases is the City of Cincinnati, vs. Beretta Gun Corporation U. S. A. The summary of the case, (Beard, 2000) states that: In the City of Cincinnati's complaint, the city seeks to recover from defendant firearm manufacturers, a distributor, and three trade associations for costs incurred in providing police, emergency, court, prison and other related services in connection with s, which are homicidal, suicidal, or al.

The city further seeks damages for alleged diminution in property value and loss of taxpayer revenue, punitive damages, and preliminary and permanent injunctive relief, which would require defendants to change the ods by which they design, distribute and advertise their products nationally. The City of Cincinnati lost this court battle with Beretta Gun Corporation, and though an appeal was filed and granted, the United States Supreme Court ruled in favor of the original verdict. Other noted cases include: Merrill vs. Navegar, The City of Camden, New Jersey vs. Glock Corporation, and The City of Chicago vs. The Rear Corporation.

The effects of the lack of gun control are some of the biggest reasons for the staggering statistics in the last 10 years. According to the National Crime Victimization Survey (NCVS), in 2000, 533, 440 victims of serious violent crimes %, ual assault, robbery, aggravated assault), stated that they faced an offender with a firearm. (Lott, 2001). Victimization's involving a firearm represented 8 % of the 6. 3 million violent crimes of, ual assault, robbery, aggravated and simple assault. (Lott 2001). The Fbi's crime bureau estimated that 66 % of the 15, 517 in 2000 were committed with firearms. (Lott, 2001). According to the data from the National Center for Health Statistics, in 1999 about 38 % of the s that resulted from firearm injuries were homicides, 57 % were s, 3 % were unintentional, and 1 % of undetermined intent. (Lott, 2001).

Gun control has been an active platform in election campaigns for a number of years. The groups that fight for gun rights also play an active role in the money that is raised for different political parties. Gun rights groups contributed more than $ 3. 7 million dollars in soft money, PAC, and individual contributions during the 1999 - 00 election cycle, with more than 90 % of the money favoring Republicans. That is more than $ 13 million dollars in contribution since 1990. The National Rifle Association (NRA) was the predominant donor of the gun rights lobby, accounting for nearly 90 % of the interests giving over the last decade. Gun control advocates, meanwhile, contributed more than $ 394, 000 in PAC and individual donations during the 1999 - 00 election cycle nearly 95 % to Democrats.

Between 1991 and 1998, the NRA spent nearly $ 12 million dollars on such expenditures, with about $ 7. 3 million dollars in favor of Republican candidates. (Windlesham, 2001). The effects of gun control or the lack of gun control can vary dramatically. The range spans from a father protecting his family by having a gun, to the infamous Columbine Massacre. One thing is for certain, someone is going to get hurt when a gun is involved. It is a persons constitutional right to bear arms, but in this day and age more and more senseless tragedy happens as the end result.

In 2000 a man named Michael McDermott gunned down seven of his co-workers in Wakefield, Massachuttes. The families of the victims are directly affected by the gun control. These families lost mothers, fathers, sisters, and brothers, because a man who claims to be insane was able to get a hold of a gun. If there were stricter gun control laws then maybe the victims would still be living. After the Columbine Massacre, the effect on families and the issue of gun control, or lack of gun control was very evident.

Since then, states have made some laws to hinder the sale of guns, but those laws will not bring the victims back or justify their to the families. The legal issue involved with gun control is simple; the way to get around the written law is what gun control advocates are trying to figure out. Firearm ownership is a guaranteed right under the Second Amendment to the United States Constitution and is issued to a higher degree in Section 13 of the Colorado Constitution where it states that no persons right to bear arms to defend his home, person and property will even be called into question. (Masters, 1999). Legislation approved by the Senate in 1999 would have applied a three day waiting period for background checks required by the 1993 Brady Gun Act to gun show purchases. The House later approved an amendment to limit the background check to 24 hours, after which the weapon could be sold if the check werent complete. (However, the House then killed the bill in July, 1999, leaving the fate of gun legislation again in doubt. ) Guns sold after the enactment of the proposed legislation would have been sold with safety locks- a factor that critics say would drive up gun prices. (Spitzer, 2001) Gun rights groups say that such legislation would infringe on the constitutional rights of all law abiding citizens. They say stricter background checks would outlast the gun show itself.

The NRA, a prominent voice in the gun control debate, says firearm control measures wouldnt be needed if lawmakers would enforce the current laws. (Spitzer, 2001) In conclusion, gun control is an issue the United States will be dealing with more and more as long as the interest groups are pay the leading political party the right amount of money to keep guns easily available. Families are directly affected by gun control whether it is a family member who is a victim of involving a gun, or the head of a household trying to protect his family and home. The one thing that I have concluded is that a gun is made to destroy, and no good has ever come out of a gun.
