Although it is imperative that minorities have equal opportunity with other Americans, it is not the governments responsibility to actively pursue and demand private businesses and organizations to adhere to minority quotas. The concept of being treated differently in an effort to achieve equality is entirely paradoxical and thus should not be forced by the government. Affirmative actions true effect comes not in pulling minorities up but holding businesses and organizations back. Forcing a company to hire a minority with lesser credentials is undemocratic and unfair. If the American dream is the possibility of hard work leading to success no matter ones race, gender, or social status, how then does rewarding lesser job candidates simply because they are a minority serve to fulfill this pursuit? There are several problems with the current system of affirmative action.

First and foremost are its mandatory quotas for minority employment lowering standards for highly sought after jobs. Very qualified potential employees are losing out on jobs to less desirable candidates simply because they fulfill the guidelines of minority employment set by the government. This under-qualification lessens a companys ability to be as effective as possible because of the governments mandates. One of the biggest purposes of government is to promote good business and successful commerce, and yet affirmative action contradicts this notion. The second prominent drawback of affirmative action is funding inconsistencies. The government often rewards businesses and organizations that meet specific diversity guidelines tax breaks or monetary bonuses, obviously costing tax dollars.

While there are no taxes to promote the general well-being of the majority of Americans, all Americans must pay taxes to support the affirmative action system. Although democracy is said to value the majority, the system of affirmative action clearly disregards this idea, causing the many to spend on the few and yet not vice versa. It is such inconsistencies and short comings that shatter the fragile idealistic concept of affirmative action. Despite the constant attention and reverence by many to the affirmative action system, in reality it is not nearly as effective as advertised. In the mid 1960 s to the mid 1970 s, poverty among African Americans had nearly been cut in half. Since the implementation of the affirmative action plan in 1975, there has been little change to the percentage of African Americans under the poverty line (Sowell, 45).

Since that installation several Supreme Court rulings have upheld the basic concept of affirmative action to varying degrees, but recently they have supported the plan to a lesser extent than in the past. In a recent case, Greater v Bollinger, the Supreme Court ruled that while race may play a determining role in the decision to admit applicants to colleges, it cannot be the deciding factor, only equally considered along with other characteristics such as academic success and athletic ability (Workers, 95). This gradual decline in the trust put into the affirmative action system implies that the government is slowly determining the plans short comings. Many experts agree that the problems with affirmative action are even more significant than overspending and inefficient business.

Other countries such as Sri Lanka and India have employed a system similar to affirmative action, and neither experienced the desired results. Instead of a society of equivalence and education, in both instances the end result was a very polarized society, with much of the wealth and education enjoyed by a small percent at the top of society while most people endured poor living conditions and terrible education. In both of these countries a middle class is nearly nonexistent, a trait that points to a pending decline or even collapse of that country. In India the installation of such unequal treatment directly coincided with illegal mob activity, and after the implementation of affirmative action terrible civil wars broke out in Sri Lanka (Avery, 33). Recent studies and trends have led people to understand that the key to the future success of minorities lies in childhood education, not lowering standards to satisfy quotas. The National Assessment of Educational Progress (NAEP) reports that the average African American high school senior has skills roughly equal with the average white male ninth grader.

Similarly, these studies showed that the reading level of the average seventeen year old African American male is on par with that of a twelve year old white male. Also, twelfth grade African Americans were doing science problems at the level of an average sixth grade white student as well as reading at the average of an eighth grade white student (Williams 17). These troublesome numbers indicate that the problem of the lack of job opportunities stems not from ignorance of the majority of the country but from a poor childhood education that leads them to less sufficient credentials later on in life. Thus, the largest area of need lies not in ensuring equal opportunity employment but providing equal opportunity education.

While this seems obvious, by building a better educational foundation in the minds of young minority children, particularly in urban areas, one can avoid the difficult problem that the affirmative action system tries to solve (Maxwell, 76). By spending the money given to businesses as rewards for their selection of minority job applicants on primary and secondary education of minorities, especially inner city children, America can avoid the potentially hazardous results of long-term affirmative action. While decades ago many experts and government officials determined that the best way to solve the problem of unequal employment opportunities for minorities was to establish quotas and reward systems for hiring, upon further investigation and experience experts are slowly beginning to realize the need for a solid foundation of education for minority children. This dream can be achieved by the government by transferring the money spent on bonuses and tax breaks for companies participating in affirmative action to primary and secondary education. With the proper funding and guidance, inner city schools can better prepare minority students for employment.

Thus instead of lowering standards to allow minorities to catch up, businesses can now enjoy a surplus of qualified applicants, allowing them to hire whomever they feel is best for the job, not whomever the government wants them to hire. These changes renew the American dream of hard work being the key to all success by ensuring that all employees are hired in a truly equally opportune system.
