Max Webers work on Bureaucracy focuses on the formation of a large, structured, and impersonal organization that will influence the lives of everyone born in the modern era we are in. The formal organization concept is the skeleton of Webers Bureaucracy. As an introduction there three different types of formal organization: there is the voluntary type where in the sense that people may freely join them or withdraw from them like religious movements, professional associations and political parties. Some are coercive, in the sense that people are forced to join them like primary level schooling or prisons.

Other organizations are utilitarian which is probably very important in a capitalist world since people enter these types of organization to join a business in order to earn a living. Bureaucracy is the response to the problem posed by larger and more complex formal organization because an extensive organization will need a form of order of the ranks or chain of command to coordinate the activities of its members. Bureaucracy provides a hierarchical authority structure that is supposed to operate under certain rules and procedures. Understanding bureaucracy is the key to the analysis of formal organizations. The word bureaucracy connotes negative images in everyday speech. It usually brings to mind images of, red tape or buck passing where the organization requires forms in triplicate; files are often lost, incorrect statements of accounts, and the inability to respond to inquiries.

Yet even though bureaucracy is often linked to the word inefficiency from the view of the individual, it has strived for the simple reason that it is the most efficient means ever devised of making a large scale organization work. In the Philippines, bureaucracy plays a large part in the operation of our government office from the national level to the local, sometimes the result of it is good but more often than not, bureaucracy is corrupted by the officials or the outsiders themselves. According to Weber, the typical features of a bureaucracy are: 1) division of labor, 2) hierarchy, 3) regulation, 4) impersonality, 5) record keeping, 6) administrative staff, and 7) career structure. Each of these traits is present in our government. The government is divided into groups with specific task that is responsible for a particular sector in our everyday lives. Hierarch ensures that that an under secretary of a certain department answers to the secretary of his department then that secretary can report to the president if the circumstances requires it and its also a safety net where a blunder can be traced back to a certain official rather than blaming the whole department just like the case with former Secretary of Education Raul Roco.

Regulations provide order within the organization but in the case of our government the regulations are blatantly disregarded since everyone in government service wants to make money out of it from the janitors of the government building to the head of the department itself. Impersonality between the official and the outsider is acceptable to prevent attachment to the outsider or the interference of personal feelings but since there are certain values or beliefs ingrained in our culture like pare system, using na look or the kama-anak system there is often little chance to be impersonal. This is especially true in local barrios where everyone is a relative of someone. Record keeping in the Philippines has greatly improved from the old system of paper and pen. Back then it was very easy to doctor documents that were needed by a certain individual but now, with the computerized system documents are harder to alter yet computerization of the records is still very expensive and a Third World country like the Philippines cannot afford it. The administrative staff is supposed to be the one making sure that the organization runs as smooth as possible yet again in the case of our country is it the administrators themselves that corrupt the entire system of work through corruption and crab mentality (another trait Filipinos have) which constantly diverts their attention from work to inside office bickering.

Last on Webers list is career structure where employees are assumed to anticipate a career with the organization. These appointments are based not on grounds of favoritism or family connection but rather on seniority or merit. What happens in our government is exactly the opposite, officials manage to get into their posts because they are kum pares of the First Lady or a drinking friend of a Senator, etc. Also, the problem with our government is that they keep on replacing their people because of insignificant mistakes or accusations against these officials and no longer giving them a chance to continue their already successful work and their on going projects.

Weber argued that an organization that adopts the features stated above, it would be highly efficient at coordinating the activities of its members and achieving specific objectives. As an ideal type, this is correct but we do not live in an ideal world and in our country that ideal type is twisted at every possible turn and mangled by our embedded nature to grab what we can and never mind what destroy or corrupt in the process. This formal structure in the case of the Philippine government gave birth to informal relationship and practices where the employees and officials establish their own norms to suite their needs.
