It reduces human desire and imagination to a thirst for action and a relentless dependent hunger for money. Gambling is an ancient activity, but in America, land of the slot machine and the instant lottery ticket, it is part of a vastly growing wide spread story.
It is a story of immediate gratification and spiritless amusement that has been brought out of confinement and comfortably placed as a neighbor to each of us. Lottery vacuums money from the society but provides neither a comparable good nor service in return. An honest tax would better benefit the society and would be sounder in moral, economic and psychological character. A tax should be an honest tax.
A tax called a chance is a fraud. If gambling is a tax it is an unfair tax because it succeeds only in collecting from the gullible. Researchers have consistently found that members of minority groups and individuals with less education gamble more. Had the federal government adopted a more coherent policy, or accommodated the rights of speakers in states that have legalized the underlying conduct, gambling might be a different case. Why did the gamblers do this? Simply to win the wager or the bet they had placed on the game.
We also need to consider all the bribes made to players to help throw a game so the gambler could actually take the win? Baseball officials were hesitant to crack down on gambling too severely because it was so popular. For the fans reluctant to bet with bookies, illegal baseball pools were widely available that offered cheap, lottery-style tickets for each game. In addition to wagers on winning teams, bets were accepted on run totals, the number of victories in a week, and many propositions.
The pool bribed the police to keep quiet, and baseballs owners tolerated them at ballparks because they believed that betting kept fans, especially children interested in games.
