In a town where their coach stopped, a person matched his face to a piece of currency and the family was sent back with soldiers while crowds of people threw insult at him feeling the king was a traitor to the revolution. Marie Antoinette brother, the Emperor of Austria, and the King of Prussia issued it. The document stated that the two monarchs would intervene to protect the monarchy of France (a bluff) and the French revolutionaries took it seriously and prepared for war. It was in part an add-on to the declaration of the Right of Man, but it was a se declaration and it also limited the power of the king. This let the peasants benefit also.
